During their March meeting, Lynden Twp. discussed the feedlot complaints they had received concerning a Co. Rd. 44 property with no shelter for animals. Stearns Co. Environmental Services (SCES) issues the permits, but they don’t have a requirement for shelters. The township was referred to the Board of Animal Health and on to the sheriff, who indicated there was no state law or ordinance violation.
Twp. Attorney Michael Couri informed the board they can enact an ordinance for feedlot shelters, but it can’t be retroactive for current complaints; he isn’t aware of other townships that have passed any similar ordinances. The issue was tabled to the next meeting.
A variance application was received for a property on Belview Rd. Although the proposed addition would just go higher within the same footprint, a variance from Stearns Co. is needed to come into compliance for the side setback and setback from the center line.
Although Belview Rd. is a private road, the township does have authority of ROW; all owners on the road have signed indicating their approval. A site visit will be scheduled.
Carol Jones approached the board to inquire about rezoning her parcel on Lake Maria Rd.; it is currently zoned A40, and she is considering a request to rezone to R40. Jones was provided contact information for SCES and Planning Administrator James Kantor.
Road Report
Supervisor Dennis Niemi reviewed the concept of a five year road plan with Short Elliot Hendrickson (SEH) and obtained a quote. The plan would develop a map and potential costs associated with a project, which would assist with budget planning. A motion carried for the township chair and clerk to sign the agreement contingent on Couri’s review.
A motion carried authorizing the township chair and clerk to sign the Road Contractors Services Agreement with Schendzielos, contingent upon Couri’s review.
Other Business
A motion carried authorizing the issuance of a statement of interest in participation in the Stearns Co. Emergency Management All-Hazard Mitigation Plan. Participation in the plan allows the township to apply for federal funds without a disaster declaration; the goal is for placement of dry hydrants and to improve the early warning system.
Motions carried to approve amendments to Ordinance 12 and to accept the proposed Certificate of Compliance for a property split on 155th St.
Lynden Twp. cleanup day will be June 11 from 8 to 11 a.m. at Clearwater Twp. Hall.
The sheriff reported 60 calls for January, including 11 traffic, a couple of burglaries, thefts, and DUIs; February calls were around 47. The board requested a follow up on damage done to a mailbox and street sign, and for road weight restriction enforcement.
Local Board of Equalization and Appeal will be April 12 at 6 p.m.
The next Lynden Twp. meeting will be April 4 at 7 p.m.
During their annual meeting, Lynden Twp. residents approved the proposed 2023 levy for $592,438, which is a 2% reduction from 2022.
