Kwik Trip could soon be coming to Becker. Tuesday, Kwik Trip submitted an application to amend an original conditional use permit (CUP) from SuperAmerica along with a purchase agreement to acquire the property located at 12950 Rolling Ridge Road. The amendment request is to allow for the demolition of the one-bay car wash and constructing a 1,760 sq. ft. (40'x44') building addition to the North end of the existing convenience store.
Along with the remodel, Kwik Trip is proposing demolishing the existing fueling canopy and related equipment and installing a new 168' long fueling canopy with six fueling dispensers or 12 fueling positions. The total area of the completed store would be 5,804 sq. ft. The existing site currently has a total of 24 parking spaces. Kwik Trip is proposing 28 parking stalls due to the limited area of the existing lot.
In 1996, the Becker City Council granted a CUP for the development of a Super America gas station, car wash and convenience store. In the resolution, conditions were implemented to make sure the property be developed in accordance with the site plan submitted showing the lot to have 19 parking stalls, which happened to be less than required under the ordinance. However, the site plan showed five additional “proof of parking” stalls to meet minimum standards, which SA satisfied.
With the building expansion and fuel stations proposed by Kwik Trip, the current ordinance would require 74 parking stalls. Kwik Trip submitted a variance application and legal reviewed the conditional use amendment request and the parking. Becker’s legal team says the CUP amendment can move forward with the variance listed as a condition. Legal also determined the necessary variance as a standard request would fit state statute and city variance requirements.
The CUP application was filed by Chris McGuire, Kwik Trip’s Buildings Project Manager.
The proposed architectural plan consists of a brick facade with standing seam metal roof. The building and canopy fascia would tie in with franchise colors. Kwik Trip is proposing expanding the retail floor area as well as kitchen and mechanical space with architectural plans to follow at a later date. The total estimated project costs is $1,500,000.
The Becker Planning Commission reviewed the site plan, application and amendment and recommends amending Resolution 96-93, to allow for the demolition of the car wash, a building expansion and remodel of convenience store and new fueling canopy on the (SuperAmerica) property with the conditions set henceforth.
A public hearing will be held Monday night at City Hall at 6 p.m. to discuss this and many other topics.
