Cw Council Okays Feasibility Report

 
The Clearwater City Council Tuesday approved a feasibility study for the Southeast Area Street and Utility Improvement Project.
 
The project covers Bittersweet Drive from Walnut Street to Porter Street, Spring Street from the cul-de-sac to Porter Street, Porter Street between Bittersweet Drive to Kothman Circle, Porter Circle from the cul-de-sac to Porter Street and Manor Drive from Porter Street to Co. Rd. 75.
 
Proposed improvements include widening streets to between 26 feet a 40 feet and adding surmountable curb and gutter. The pavement would consist of 3.5” of bituminous with six inches of aggregate base.
 
All mainline watermain will be replaced with a minimum 8” diameter PVC pipe. All water service lines will also be replaced to the right-of-way with one-inch service pipes.
 
There are no plans to replace any part of the sanitary sewer system, but there are plans to make stormwater improvements.
 
The preliminary cost estimate for the project is $1,265,550, which includes $644,000 for street and stormwater improvements, $311,000 for sanitary and watermain improvements, $190,000 for engineering and administration, $95,500 for contingencies and $25,000 for testing.
 
The project will affect 29 parcels, with an average assessment between $4,000 and $6,000.  However, T.O. Plastics, which has a disproportionate amount of road frontage as in the project area, will have a much higher assessment totalling over $51,000, said Engineer Joe Pelawa from Bolton & Menk.
 
The cost for street and storm improvements is $51.53 per lineral foot.
 
Affected property owners will have a chance to learn more at an information open house Dec. 4 at Clearwater City Hall.
 
A public hearing is planned for Dec. 10, at which time the city council can decide whether to move ahead with the project and order the engineer to prepare plans and specifications for the project.
 
Those plans will be presented in January for approval. If approved, advertising for bids wil follow, with bid opening in February or March.
 
The project is slated to begin in May.
 
Liquor Licenses
 
The council approved various 2019 liquor licenses for Clearwater Enterprises, Inc., American Legion Post 323, Brothers and One, Inc., LTWIG Inc., Coborn’s Inc., Whistling Rock, LLC, Kaddi Shack, LLC and Kwik Trip, Inc.
 
Other Business
 
In other action the council:
 
* Approved a temporary liquor license for St. Luke’s Catholic Church for an event  Feb. 9, 2019;
 
* Certified the results of the general election held Nov. 6, 2018.
