The Haven Twp. Board of Supervisors Monday approved the contract for the Sherwood West project.
Bids for the project were opened during the Board’s September meeting; the township engineer presented the contract with Knife River, bonds and notice of award during Monday’s meeting.
Weather permitting, the dirt work and pavement is scheduled for the first week in November, after which residents’ mailboxes will be put back in place.
Motions carried approving the award of the contract to Knife River and execution of the contract.
A discussion was held on a house that is scheduled to be moved by the end of October, with the opinion being that it shouldn’t affect the township’s road project. Supervisor Mark Knowles will follow up.
Tree Cutting
Jeff Rhodes presented a proposal for cutting and removing trees in the rest of River Haven up to Co. Rd. 8 that the board had requested. During September’s meeting he submitted a proposal for the same work to be done on 45th, 54th, 56th and Prairie Woods.
The proposals came to $42,000. A motion carried approving both.
Rhodes requested the ROW on River Haven be staked as it’s not true with the center line. A motion carried for the road to be staked, not to exceed $3,000.
IUP Request
Rebeckah Shurrum approached the board to request an IUP for the home business she would like to open selling cottage food (organic, homegrown, homemade and preserved) and holding workshops to teach others about the processes.
The business will be open from June through December.
“Generally the board has shied away from granting positive comments due to the definition of a home business,” said Chairman Jeff Schlingmann. “This, however, is a little different in that you’re actually contributing a value added agriculture-type product.”
A motion carried to send positive comments to the county.
Boy Scouts
A representative from St. Cloud Boy Scout Troop 13 approached the board to ask if they would once again consider a donation to the troop in exchange for the scouts helping with cleanup day. The board has donated to the troop each year since their partnership.
Supervisor Kathi Koslowski said the donation would once again be made, but with the clear understanding that what happened this past year didn’t happen again; the board wasn’t happy with the level of service received from the scouts.
A discussion was held on the amount that should be donated to groups and how groups should be chosen. Because the township is a government agency they can’t give actual donations, a service must be provided that the township then pays for.
Other Business
Koslowski informed the board the possibility of installing an airport authority was discussed at the recent St. Cloud Airport meeting, which would dissolve the current board. Haven Twp. will need to continue having a presence.
The sheriff reported a slow month for September, which included one DWI, one property damage accident, one car-deer accident, six medical and one theft from an unlocked vehicle. The public is reminded to always lock their cars, even when in driveways.
The next Haven Twp. meeting will be Nov. 18 at 7 p.m.
