Santiago Approves Road Project Bid

Approval of a bid for asphalt work on a renovation project on 62nd st., approving the release of funds to the Santiago Lions Club for construction of a pavilion at Santiago Town Park and an extension of the current snow plowing contract were among the items on the agenda at the regular meeting of the Santiago Town Board Wednesday night.
 
Construction
Supervisor David Jehoich told the board that a bid had been received from Knife River Inc. for $27,360 for planned asphalt work on the on-going construction project on 62nd st. in the township, and that one other bid had recently come in, with an offer of $30,820 from Asphalt Services Co.  Following a brief discussion, the board voted unanimously to accept the offer from Knife River, Inc.
 
Contractor John Herbst told the board the cost with that bid may go lower yet, due to a number of factors and continuing negotiation with the company.  Herbst also commented that a large amount of decayed tree stumps and black mud have been removed from the roadway during preparation work he has done, and replaced with Class 5 gravel and ground reclaimed asphalt to provide a hard surface for the repaving project next spring.
 
The board also voted unanimously to extend Herbst’s snow plowing contract with the township for an additional three years. He will provide the board with a detailed hourly rate breakdown for the coming year at the October meeting, he said.
 
Jehoich also reported that he had seen higher than normal water levels in the area around 7th s t. in the township. “Its beaver time,” Herbst said, indicating that dam building activity reaches a peak before the winter each year. Chairman Stuart Nelson said the township would consult with Sherburne County officials, and action was tabled until next month.
 
Pavilion
Taking up action that had been tabled last month, the board approved payment of $10,459 to the Santiago Lions Club for the construction of a picnic pavilion at the town park.
 
Those funds and an additional $4,040 for new ball park signs are part of the insurance settlement for storm damage to the park in 2013.  Action had been tabled until it could be determined into which township account the funds had been deposited, which turned out to reside in the general fund.
 
Clerk Kathy Woolard commented that the Lions Club has done “an excellent job” of helping the community, a statement with which the board members all agreed.
 
A request for comment on a proposal to modify the county zoning ordinance regarding the regulation of contractor’s yards was discussed and returned to the zoning office without comment by the board.
 
The sheriff’s report listed 39 calls for service in Santiago in August.  The report also listed increased patrol activity in areas where reports of vehicles running stop signs and parking on bridges have been received.
