The Clearwater fire contract and fire call report were again on Lynden Twp.’s agenda for their October meeting. On Sept. 10 the City of Clearwater sent the 90 day notice to terminate the fire contract; the Lynden and Clearwater Twp. Boards will meet again to discuss future fire contracts.
Road Report
Justin Sundell of NewPort Leasing Group, which sells heavy trucks and trailers, is purchasing the two properties at 20041 and 20035 Edison Circle.
The four-acre lot at 20041 is intended for trailer parking with around 100 parking spaces. The two-acre lot at 20035 is intended for trailer leasing and a future shop. The business will be a 24/7 operation; Sundell is aware of the seven-ton road restriction.
Zoning for the properties is appropriate but questions about matters such as fencing, storage and impervious surface need to be reviewed with Stearns Co. Environmental Services. Planning Administrator James Kantor will follow up.
Supervisor Dennis Niemi informed the board he had received a recommendation from Short Elliot Hendrickson, Inc. (SEH) that a physical barrier, such as a curb, should be erected on Alder Road to prevent stormwater from running down driveways.
Niemi had previously received a quote from Schendzielos for two jobs on Alder Road; $3,500 to remove existing dirt from the east filtration bin and replace with black sand, and $4,960 to alter Adler Road near 246 and the west filtration bin by shaping it to route the water in a gully or ditch toward the west basin rather than across private property.
Stearns Co. Soil and Water will be contacted regarding the new recommendation. A motion carried authorizing solicitation of bids for the project.
The driveway at 196 Craigway Road continues to be out of compliance with the permit issued; Niemi will photograph the issue for documentation. A warning letter with a deadline for compliance will be issued.
A motion carried to send the proposed 13th Ave. Town Line Road Agreement with Fairhaven Twp. to Lynden Twp. Attorney Mike Couri to review. Upon approval it will be forwarded to Fairhaven Twp. for review.
No proposals have been received in response to the Request for Proposals (RFP) for Winter Road Maintenance. Niemi has contacted over 20 potential contractors and will continue searching.
Refuse Study
Niemi presented the board with the proposed letter that will be sent to several refuse companies; response deadline will be Nov. 15. The document communicates the intent to maintain free enterprise.
The letter isn’t a request for proposals but rather the gathering of information that will be presented at the township’s annual meeting. A motion carried to send the letter, with an amendment that the language be modified to better illustrate the intent.
Other Business
A motion carried adapting Resolution 2019-05 Designating Annual Polling Place.
The next Lynden Twp. meeting will be Nov. 4 at 7 p.m.
