Land Split And New Election Equipment Discussed At Lynden Twp Meeting

A moment of silence was held in remembrance of the victims and events of the Las Vegas shooting at the start of the recent Lynden Twp. meeting. 
 
Land Split Inquiry
Ross Corrigan approached the board with an update to his 17th Ave. land split request. He and his wife purchased two adjoining properties they would like to replat so the parcels will be split in a more reasonable manner. Stearns County Environmental Services (SCES) informed them each parcel has a separate PID (parcel identification) and address so platting is required.
 
Corrigan expressed concern about safety with the existing shared property access, and said he would like to add a separate driveway for the proposed smaller parcel. The board suggested he discuss the issue with his neighbor as driveways can be modified, however access needs to be shared through the township’s right-of-way. 
 
An existing developer’s agreement would need to be amended if the second driveway is allowed.
 
The township will need to waive their subdivision process if Corrigan decides to proceed with the minor plat.
 
Election Equipment
Stearns Co. provided the board with a $1,500 annual fee estimate in regard to the election equipment they’re updating. There will be an additional $110 per year if ePoll books are used, which Clerk Jenny Schmidt and Head Election Judge Barry Hample recommend.
 
A motion carried approving expenditures for the election equipment and two ePoll books, along with reimbursement to Schmidt and Hample for required training.
 
Online Banking
Treasurer Dan Torgersen informed the board of the deadline set by Lake Central Bank for the online banking form to be signed, indicating online access will be cancelled without it.
 
Lake Central proposed the online account to be ‘read only,’ which won’t impact ACH deposits or withdrawals. Supervisor Dave Johnson pointed out this will resolve the township’s operational problem but not the liability issue.
 
Torgersen will forward the proposal to Attorney Michael Couri for review and recommendation.
 
Other Business
The board is waiting for a response concerning their questions and comments on the Clearwater Fire Dept.’s proposed ordinance. They are also waiting to hear if Annandale has passed a similar ordinance.
 
Clearwater Fire Chief Ryan Pridgeon attended Lynden Twp.’s September meeting to explain the intent of the proposed ordinance is to help recoup costs for large scale mutual aid events, which the city or fire department has had to cover in the past. 
 
Stearns Co. held a follow up inspection regarding the 146th St. complaint, however to date the township has not seen the findings. The board placed the property on their upcoming road tour.
 
SCES will be issuing a violation letter concerning the Alder Rd. temporary resident complaint.
 
The board determined it wasn’t necessary to designate a planning commission vice-chairperson.
 
The next planning commission meeting will be Oct. 23 at 6 p.m.
 
The next Lynden Twp. meeting will be Nov. 6 at 7 p.m.
