In a quick meeting Tuesday, the Becker City Council conducted business on their agenda in just 24 minutes.
Kwik Trip
Community Development Director Marie Pflipsen asked council to approve a letter she drafted to show the city’s support for facilitating the Kwik Trip business to property at the intersection of Bank Street and Rolling Ridge.
The City of Becker approved a conditional use permit (CUP) during their May 2 council meeting for a convenience store. Kwik Trip has since purchased the property, but had not submitted a building permit to the city.
The letter drafted by Pflipsen was to reiterate Becker's enthusiasm for the proposed Becker Kwik Trip location.
Council Member Rick Hendrickson commented on a forum page that “We (city) are hearing from the company that it might be early next year until they submit their building permit.”
City Zoning Code
Pflipsen asked council to motion to hold a public hearing at 6 p.m., Oct. 3 to consider amendments to the city's zoning code.
Due to recent interest in industrially zoned properties by a variety of entities, Pflipsen said it came to her attention that multiple pieces in the ordinance limit industries. She recommends changes to include new definitions, noise regulation, permitted uses and building heights in industrial zoned properties, and the prohibition of private roadways within the City of Becker city limits.
These updates, she said, will help spur economic growth and give greater flexibility to entities wishing to come into the city.
She also said the planning commission will be discussing the proposed amendments during a public hearing at their Sept. 25 meeting.
Orderly Annexation Agreement
Pflipsen said Becker Township and the City signed the first orderly annexation agreement in 2007. The original agreement identifies December of 2017 as the deadline to establish a new agreement in order to continue the annexation and joint powers procedures. She says a new agreement needs to be signed by the end of the year.
The town board and city council met to discuss the draft agreement to recommend changes. The town board approved the orderly annexation agreement and joint powers agreement at their August board meeting.
Pflipsen asked for a motion and second to authorize the mayor and city administrator to execute the orderly annexation and joint powers agreements.
