During their packed-house meeting Monday night, the Haven Twp. board of supervisors voted to rescind the motion to defer the Sherwood West road project indefinitely and to proceed with the project. Last month a motion carried to defer the project due to not receiving 100% of the temporary easements needed; since then all have been turned in.
Phase 1, which was grinding, blading and packing (reclamation) of the road was completed last week.
Supervisor Mark Knowles suggested that phase 2, clearing and surveying the right-of-way, be done this fall, followed by phase 3, filing the construction easements and getting drainage work proposals, which will include ditches and culverts under the road.
Phase 4 dirt work would be done in spring 2019, leaving all summer to grade and pack the road, with resurfacing conceivably occurring late summer to early fall.
Supervisor Kathi Kosloski reminded the board that with approval from Sherburne Co. Soil & Water (SCSW) they would probably be eligible for Legacy Funds, which are matching funds available for road projects affected by water flow.
Jeff Skumautz approached the board to thank them for voting to start the project up again. Speaking as a representative of the Sherwood West neighborhood, he asked for clarity on the phases to ensure everyone understood the process.
Because the road will be gravel over the winter, Knowles explained to the group the way the plows work when plowing those types of roads so debris doesn’t end up in the right-of-way.
Cemstone IUP
Supervisor Jeff Schlingmann informed the board he had received the final 39 conditions to the IUP (interim use permit) Cemstone Products is requesting for a gravel pit they plan to reopen.
Three motions passed; the first approving the 39 conditions, the second to adopt and sign the resolution, and the third authorizing the negotiation of the developer’s agreement for the construction of the 32nd Street and Hwy. 10 approaches.
Public Hearing
A public hearing was held concerning Fastsun 21 and Sherburne Community Solar 1, both of which will be installing one megawatt solar gardens along Co. Road 8.
Chuck Beisner from Sunrise Energy Ventures, which is representing the two companies, was on hand to answer questions and explain the site plans.
As the township considers solar gardens essential service structures, a motion carried to send in positive comments for both.
Airport Update
Kosloski informed the board St. Cloud Regional Airport is expanding flights to Arizona and Florida; their load factor is between 90 and 92%.
The airport is discussing the issue of whether or not they’ll start charging for parking; the decision will be up to the City of St. Cloud. They are also doing groundwork in preparation for anyone who may want to build a private hanger on the property.
Other Business
Knowles informed the board he was still working on getting the final two signatures needed for 31st Street. The township is attempting to get the road dedicated.
Dan Wolgamott introduced himself as a candidate for District 14B state representative.
A motion carried approving election judges for the November election.
The sheriff reported 112 incidents for September, including 29 traffic, six accidents, two domestic and one burglary, which is being investigated.
