County okays agreement with Clear Lake Township

Sherburne County Board Tuesday  approved a joint powers agreement with Clear Lake Twp. to include resurfacing the roads within White Farm Estates with the county’s 2025 resurfacing projects.

The work for the township will be included within the county’s contract for the resurfacing improvement projects.

The county’s resurfacing projects include: Co. Rd. 13 from Co. Rd. 12 to Line Ave.; Co. Rd. 37 from 325th Ave. to East County Line; Co. Rd. 62 from Co. Rd.  20 to Co. Rd. 6; Co. Rd. 76 from Co. Rd. 8 to State Street.

The township’s work includes: 116th Street from Cul-de-Sac West to Cul-de-Sac East; 85th Ave. from 116th Street to Co. Rd. 8; 84th Ave. from Cul-de-Sac to 112th Street; 112th Street from Cul-de-Sac to 85th Ave.

Under the agreement, the township will perform all surveying and administration of the work associated with their portion of the contract. The estimated cost to the township is  $386,943. Final costs will be based on the actual quantity of items used in undertaking the township improvements.

LRIP Grant

The board approved the Local Road Improvement Program (LRIP) Grant Agreement with MnDOT for the Co. Rd. 4 reconstruction project. The county will receive $700,000 for the reconstruction project from 10th Street to Co. Rd. 45 in  Zimmerman.

CMRP

The board passed a resolution  to join the Central Mississippi River Partnership (CMRP) and appointed Commissioner Raeanne Danielowski as the Sherburne County representative to the CMRP Board of Directors.

The (CMRP) is going through the process of transitioning from a Joint Powers Agreement to a non-profit 501(c)(4) that includes Sherburne and Wright counties, the Cities of Becker, Big Lake, and Monticello, as well as Becker, Big Lake, and Silver Creek Townships.

Gravel Mine Process

The board approved the final Scoping Decision Document for Holcim MWR Inc. Haven Township Sand and Gravel Mine to reflect changes as approved by County Board at the Feb. 4 board meeting. The board also passed a resolution authorizing the preparation and distribution of a Draft Environmental Impact Statement for same proposed gravel mine.

Co. Rd. 65 Plans

The board approved an amendment to the agreement with Alliant Inc. for Co. Rd. 65 design services not included in the original Aug. 17, 2021 agreement.

The amendment includes revisions to the design plans and contract documents that had been previously developed and completed, plus construction inspection and construction staking. This work was not part of the original contract.

The total amount of the amendment is $221,205.

Watershed Plan

The board passed a resolution to adopt and implement the Mississippi River St. Cloud Comprehensive Watershed Management Plan and approve and authorize execution of a Joint Powers Agreement with the counties of Benton, Meeker, Stearns and  Wright, plus the Soil and Water Conservation Districts of Benton, Meeker, Mille Lacs, Stearns and Wright counties.

The board also dissolved the Local Water Plan Advisory Board after approving the watershed-based process.

Geotechnical Agreement

The board approved an addendum to the Master Service Agreement with Braun Intertec for 2025 geotechnical services. The addendum will allow for undertaking of required geotechnical testing and related reporting services on projects identified within the county’s Capital Improvement Program (CIP). Total cost is estimated at $185,700.

Park Grant

The board passed a resolution to apply for a DNR Outdoor Recreation Program Grant to provide comfort amenities, including a picnic shelter, vault restroom and signage at Oak Savanna Park. The total project cost estimate is $381,000. The grant, if received, would cover 50% ($190,500).
