The Sherburne County Board last week approved a program that will provide grant funding to non-profits and organizations that provide different aspects of community support.
The Sherburne County Community Resource Support Program will offer funding support for certain nonprofits and other community organizations who help to provide county residents with housing services, food, childcare programs, employment opportunities and access to social and mental health services to help mitigate the impact of the COVID-19 public health crisis.
Assistant Administrator Dan Weber said in order to pass the resolution establishing the program, the board would have to determine a “pot” of money to be used for the entire program. The board could also choose to set a cap on funding for individual grants.
After a brief discussion, the board set the program amount at $500k, with no individual grant cap since each grant application will come before the board for approval.
Funding for the program will be allocated under the American Rescue Plan Act (ARPA) regulations.
The board also approved the following ARPA expenditures: jail overtime costs ($490,466); disc back-up for sheriff’s department ($168,222.53); HHS mentally ill patient housing ($20,995); COVID-19 test kits ($10,078.54); COVID-19 related jail cleaning equipment ($2,206.98) and jail vaccine refrigerator ($1,615.61).
IT Replacements
The board approved the replacement of laptops and desktops for various departments in 2022 as part of a four-year replacement cycle. Sherburne Co. Information Technology (IT) has reviewed the equipment with each department and obtained a quote from Dell Technologies for $220,489.
Road Projects
The board approved an amended agreement with SRF Consulting Group for Co. Rd. 33 design phase services. The new amount of $372,197 is based on additional documentation required after the county was awarded $2.5 million in Federal Aid money as part of the MN Highway Freight Program (MHFP) Grant for the Co. Rd. 33 reconstruction project.
The board approved the final contract payments to Knife River for pavement resurfacings on Co. Rd. 2 and on Co. Rd. 20 from Hwy. 10 to Co. Rd. 16.
Snowmobile Grant
The board accepted the 2022 State of Minnesota Annual Snowmobile Safety Enforcement (SSE) Safety Grant in the amount of $16,314 to purchase equipment and supplies for snowmobile enforcement and to fund overtime shifts for enforcement on various trails within Sherburne Co. The term of the grant is from July 1, 2021 through June 30, 2023, with $8,157 of expenses to be incurred before June 30, 2022 and $8,175 to be incurred between July 1, 2022 and June 30, 2023.
Other Business
In Other Actions, the Board:
• Approved a 3.2 Percent Malt Liquor License Application for Del-Tone Gun Club in East St. Cloud for a licence period of Jan. 1, 2022 through Dec.31, 2022.
• Approved a contract renewal with the Lee Carlson Center for Intensive Treatment in Foster Care (ITFC) Services to support children in out-of-home placement with intensive mental health needs. The county has budgeted $96,000 for the services.
