Commissioners Split On Committee Appointment

In a split vote Tuesday, the Sherburne County Board appointed Laura Hayes of Big Lake Twp. to the Sherburne County Solid Waste Advisory Committee.

Solid Waste Administrator Dave Lucas asked the board to consider re-appointing Louisa Tallman (Dist. 2) and At-Large member Angela Bouma. The first terms of both women are set to expire at the end of the year.
 
But Board Chair Rachel Leonard said she wanted to give someone else an opportunity to serve on the committee.
 
“I’m going to insert a different motion. I’ll step down as chair temporarily for that,” she told the rest of the board members.
 
Leonard read a prepared statement outlining her reasons for choosing Hayes.
 
“Angela Bouma has served this county as a member of the solid waste advisory committee since 1998. With that said, with any organization, sometimes change is needed to allow for both new ideas and growth within that organization. Therefore I move that Laura Hayes be appointed as the at-large member and instruct staff to draft a letter in appreciation on behalf of the board, recognizing Angela for her years of service to this county.”
 
County bylaws allow for two three-year terms. Bouma began serving on the committee before those bylaws existed.
 
Commissioner Felix Schmiesing said he felt Bouma should be allowed to serve her second term.
 
“Angela has indicated she would like to serve. This will be her last term,” he said. “I also think Laura Hayes would be great on there.”
 
Schmiesing said there were other committee members whose second terms will be up at the end of 2014 and could no longer serve.
 
“She’ll get her chance. There will be openings coming up,” he said. “I think Angela has done a great job. I think she’s opinionated and has brought some things forward and I think that’s good.” 
 
Other current members of the seven-member board are Fran Toth (Dist. 1); Lisa Nelson (Dist. 3); Pat Arnold (Dist. 4); Bryan Lawrence (Dist. 5); Randy Linn (At-Large).
 
Commissioners Leonard, Bruce Anderson and John Riebel voted in favor of appointing Hayes. Schmiesing voted against. Commissioner Ewald Petersen was not present.
 
Other Business
In other action the board:
 
• Approved a request by Health & Human Services to change a 28-hour per week clerical position to a fulltime 40 hour per work position effective Feb. 1, 2014;
 
• Awarded the contract for centralized purchasing of office supplies to S$T Office Products from Jan. 1, 2014 through Dec. 31, 2016;
 
• Approved a resolution setting mileage reimbursement in 2014 at the amount authorized by the IRS;
 
• Approved a payment of $10,433.13 to Leggette, Brashears & Graham for the completion of the Landfill Review and presentation given to the county board Nov. 12;
 
• Approved a payment of $5,925 to Steinbrecher Companies, Inc. for the cleanup of a tax forfeited parcel in Orrock Twp. owned by the county;
 
• Approved the final contract payment of $52,575.81 to Knife River Corp. for the Co. Rd. 74 reconstruction and reclaim project. The final project cost was $1.049,221.89.
