Monday’s Clear Lake City Council meeting began with a public hearing for the proposed tax levy. With no public participation the hearing was closed, and the regular council meeting commenced.
Developer Request
Clerk Kari Mechtel informed council the city attorney was requesting a special meeting on the new construction planned in Hunter Lakes Bluff Development to go over changes and discuss the WAC and SAC.
P & R Development is requesting a reduction in those fees and indicated if the city was unable to do anything about them the project may be halted. WAC and SAC fees are charged at the time of new development.
Council Member Dale Powers indicated he felt if the developer wanted something from the city, the city should get something in return from the developer, although he didn’t know what that would be at this point.
In the past the city had come to an agreement with another developer that stated if a certain number of homes were built the fees would be reduced.
Other Business
Engineer Keith Yapp said the new pump house is now enclosed and the heat is on, so work can continue throughout the winter. The well itself hasn’t been started but will be soon. He encouraged council members to check out the project for themselves.
A motion was approved for two month’s payment of $160,597 for well 3 and pump house application 1.
PW Director Dustin Luhning informed the council the maintenance shed was finished and the heat was on.
He introduced the city’s new PW employee, Tanner Kiffmeyer, who had been hired previously as a seasonal summer employee.
Council Member Kristin Brandt informed Luhning a tree growing alongside a lamppost in Hunter’s Bluff was slowly pushing the post over. Luhning indicated he would remove the tree and if there were any problems they would be taken care of.
With no changes to the 2020 Revenue and Expense Budget by the council, a motion carried for approval.
Motions carried approving Resolution 19-14, 2020 Polling Place, and Resolution 19-15, 2020 Tax Levy.

The next Clear Lake City Council meeting will be Jan. 6 at 7 p.m.
