Asphalt Inquires Discussed At Lynden Township Meeting

The Lynden Township board discussed asphalt inquiries on two township roads during their meeting Monday night.
 
An inquiry was sent to the board concerning the possibility of tarring Franklin Road. 
 
Supervisor Jerry Finch explained in 2009 a feasibility study on the issue had been conducted along with a public hearing, and at the time it decided the cost per property owner was too high.
 
He said the township was experimenting with chip coating, but were going to wait four years to see how it holds up before going forward with using it for other projects. 
 
Ginger Mandel approached the board and asked about the possibility of tarring Danforth Circle.
 
Supervisor Anne Ackerman explained the township’s road policy follows suggested MnDOT regulations, and tarring may be considered once a road reaches 200 vehicles traveling it per day.
 
As Danforth Circle isn’t that heavily traveled, the board suggested Mandel start a petition. If 35% of abutting property owners sign the township will obtain a price quote. 
 
The township pays for bringing roads up to grade, however the actual cost of asphalt falls on property owners.
 
The board will be conducting traffic counts at Danforth Circle and both ends of Franklin Road to gather information for the potential projects.
 
Speed Limits
A township resident approached the board to ask if there was anything that could be done concerning drivers speeding on Woodbine Road. 
 
Finch explained the township has no effective way of regulating speed, as the sheriff needs to see the violations occurring.
 
The resident asked if a speed display sign could be put in place for a time so people realize how fast they’re driving.
 
Finch said he would contact the sheriff to get one in place, as townships are allowed their use when requested.
 
An email was sent to the board asking about what could be done about drivers speeding on Franklin Road. 
 
As the board already agreed to obtain a speed display sign for Woodbine Road, it was decided to use the sign at both locations.
 
Nemeth Property Split
Outlet Recreation has made a purchase proposal for the north half of the 28½ acre Nemeth Industrial property. If the property is split there is also a potential buyer for the south half. The buyer is looking for property on which to park construction site trailers.
 
The board decided to wait for the application on the proposed split and make determinations at that time on whether the sites will require building or conditional use permits.
 
Road Vacation
William and Laurie Hallila, have repaid the special assessment on their Franklin Road property and presented the board with a petition for vacating the alley. They will be paying the cost of the vacation.
 
Resolution 2016-10 was passed, accepting a petition and setting a public hearing on Oct. 3 at 7:30 p.m. for the road vacation.
 
Special Assessment
A motion was passed to execute an agreement between the township and Kevin and Sheri Turner concerning the special assessment on 3022 Fulton Circle. 
 
The Turners, who purchased the property, will pay the special assessment of $18,490. After a $3,000 down payment, the remainder will be paid at 3% interest over five years. 
 
Resolution 2016-9 was passed, setting a public hearing on Oct. 3 at 7:45 p.m. for the proposed reassessment.
 
Other Business
A motion was carried to abolish the separate fire district levees and in future combine them into one for fire protection in Lynden Township. Currently there are separate levees for Annandale and Clearwater districts.
 
The issue with the approach on the Molitor property was been resolved and the board approved the minor plat.
 
The preliminary Moeller minor plat was approved, and permission was granted for Ackerman and Schmidt to sign the final if no changes occur.
 
A speed limit sign on Franklin Road is missing; Supervisor Dave Johnson will order a replacement.
 
A moment of silence was observed for Jacob Wetterling and the victims of 9/11.
 
The next Lynden Township meeting will be Oct. 3 at 7 p.m.
