At the beginning of their meeting Monday night, Haven Twp. Supervisors Kathi Sims-Kosloski, Randy Linn and Mike Pesch were sworn into office for the next four-year term.
Road Report
Supervisor Jeff Knowles updated the board on the Sherwood Shores West project. He informed the board around 50 trees in the right-of-way have been marked.
Bruce Busta approached the board to ask them to reconsider removing the trees, as they are long-lasting Burr Oak trees and are part of what makes the area a great place to live.
Jason Becker and Jeff Yager also approached the board to ask them to reconsider the removal of the trees.
The board agreed to table the decision on removing the trees and look over the area again. A decision will be made at the February meeting.
Jeff Rhodes updated the board on road maintenance, reporting snow removal is going well, however there are a lot of reflective markers people have placed in the right-of-way that need to be moved.
Twp. Attorney David Meyers updated the board on the final approval of resolution and deed to transfer the MS-4 and Kilian Drainage System to St. Cloud.
The township has been working with the Minnesota Pollution Control Agency (MPCA) to be removed from MS4 designation as they don’t meet the population requirements and it’s a financial burden on residents. St. Cloud indicated they are willing to take over the township’s MS4 responsibilities.
Variance
Angela Busse approached the board on behalf of Keith Fischer and Linda Freeman to request a 44-foot variance in setback from the OHWL of Pickerel Lake in Sherwood Shores for a septic system upgrade. Required setback from a recreational development lake is 100 feet.
After a discussion, the board determined the septic was being upgraded to a better system, and agreed to give a positive comment on the variance.
CUP
Nate Mueller from SWATMOD, located near Teders Industrial Park, approached the board to request a conditional use permit (CUP) for a single-family housing in the industrial district, with the condition that the existing CUP for a single-family housing in the industrial district be revoked.
He informed the board he had received signatures from surrounding property owners stating they had no issues with the request.
After a discussion, the board agreed to give a positive comment for the request, with the condition that there not be two residences on the property. Currently there is a home located on it. Mueller was given a six-month timeline to either upgrade the current home or remove it.
Annual Report
Sherburne Co. Sheriff Joel Brott approached the board to give the annual Haven Twp. report for 2018.
After reporting the previous year’s activity and comparing it to the past three years, he stated the township is in good standing and in a good place.
He informed the board the sheriff’s office is renovating and expanding their office space, office lobby, jail lobby, interview rooms and criminal intelligence center, as well as updating the county website.
Other Business
The Groths will be asked to speak with board members on options for 31st Street to be used as the access for their driveway from their current business that extends next to Teders Industrial Park.
Meyers, Pesch and Supervisor Jeff Schlingmann will meet and review the current zoning ordinances and report back to the board any they feel should be updated.
Supervisor Randy Linn gave the board an updated draft of the annual budget, which the board reviewed and discussed what they would like to see for the upcoming year. Linn will bring a final draft to the next meeting.
Schlingmann was re-elected chairperson and Knowles as vice chairperson.
Cleanup Day has been scheduled for May 11, 2019.
The appeal and equalization meeting is set for April 11 at 1 p.m.
The next Haven Twp. meeting will be Feb. 25 at 7 p.m., due to President’s Day falling on their regularly scheduled meeting date.
