Township Attorney David Meyer presented the Haven Twp. Board of Supervisors with a survey of a section of Haven Twp. concerning the 52nd Street SE road order during their meeting Monday night.
The survey shows the location of 52nd Street from a 1906 road order. A road inventory done in the 1980s incorrectly placed the road, and a resolution is needed to change it back to its correct area and establish a 66’ right-of-way.
Meyer explained another resolution would be needed to remove 50th Ave. from township roads. The township is no longer maintaining it as it was determined to be a private road.
Meyer informed the board he would have the resolutions ready for their next meeting.
Sheriff’s Report
Sherburne Co. Sheriff Joel Brott presented the board with the county’s 2017 annual report.
There were 1,261 total law enforcement contacts for the year, which is a 30% jump from 2016. Brott explained there wasn’t a huge spike in serious criminal activity, but the increase was something to be aware of. The largest increase was in theft, followed by narcotics and DUIs.
For serious criminal activity, the township had one assault, three burglaries, four narcotic arrests, six DUIs, 29 thefts and nine criminal damage to property. Brott explained the county is active and aggressive concerning narcotics, with four fulltime staff.
When asked whether this proactive approach is working, Brott said the message the drug force task members have gotten back is that dealers are actively looking elsewhere to sell their product.
Brott informed the board the Sherburne Co. Jail had received ACA (American Correctional Association) Accreditation in 2017, which only one other county jail in Minnesota has received. Their Dispatch Center is currently working on receiving CALEA (Commission on Accreditation for Law Enforcement Agencies).
The accreditation demonstrates the sheriff’s office dedication to high standards, increases quality of programs, services and performance, and ensures the jail’s policies and procedures are effective, fair and equitable.
“We’re always looking at ways to improve,” he said. “Going through these processes helps you find out what you’re doing well and what you can improve on.”
He explained the jail mainly houses federal prisoners and it had an exceptional year in 2017, generating $16,687,000 in revenue.
Brott also informed the board the sheriff’s office was now on Facebook and Twitter.
Other Business
A discussion was held on the 2019 proposed budget prepared by Supervisor Randy Linn. He explained how the numbers had been arrived at; it will be finalized during the board’s upcoming budget meeting.
A motion carried allowing Supervisor Kathi Kosloski to sign the Elk River Estates NPDES permit modification once she’s satisfied the project is complete and Knife River has been paid.
Jeff Schlingmann was reelected chairman of the board and Mark Knowles vice-chairman.
Supervisors were assigned to the same projects and committees as 2017.
Motions carried designating the 2017 official depository as U.S. Bank, official publication as the Citizen-Tribune, official posting locations, rates of compensation and regular meeting dates. A request was made by a resident for the meeting dates to be posted on the township’s website.
Clean up day is set for May 12 from 8 a.m. to noon.
The Haven Twp. annual meeting will be March 13 at 7 p.m.
The next Haven Twp. meeting will be February 26 at 7 p.m.
