The Becker Twp. Board met Monday evening to discuss numerous topics in a 2+ hour meeting.
185th Ave.
Much of Tuesday’s discussions centered around the construction along 185th Ave. Currently the road is being worked on to the south, but the board spent a lot of time talking about doing the north portion of the road in the future.
Wes Davis of Bogart, Pederson & Associates talked about the speed signage along the north portion to keep speeds down and allow vehicles to maneuver the curved areas. Discussion ensued about what areas should be 30MPH and what should be 20MPH.
The board finally decided to designate the areas at 30MPH but would need to talk to a property owner or two along the curved portion to see if they could purchase some land to make the turn not so severe.
Joe Danielson and Luke Babler were designated to be the negotiators with the property owners to accommodate the curves.
Drainage Easement
A public hearing was held to discuss a drainage easement vacation at Boulder Crossing Second Addition.
In conjunction with an upcoming lot combination (two, 2.5 acre lots into one, five-acre lot), Boulder and Spud Land Co. has requested a vacation of a common lot line drainage and utility easement. The easement runs horizontally through the property and another easement — running vertically — will remain and will need to be planned around once structures are designed.
Richard and Susan Hanson of 12232 82nd St. SE were on hand for the public hearing since their property is just to the north of the proposed conjoined lots. They were concerned about the vacation of the drainage and utility easement but after discussion with the board, they had no qualms about the project.
Open Forum
During Open Forum, a resident asked what the township plans to do to fix the deterioration of 174th Ave. SE.
Supervisor Gary Gilbert told the resident he had been out to observe the damage to the road and made recommendations to Wruck Construction for repairs. Tony Wruck — who was present at the meeting — told the resident he plans to do the work the first week in June.
Staking of Roads
Davis asked the board for some direction on what minimum maintenance roads he should stake following the most recent road tour.
Gilbert provided a list of the nine roads and gave a summary for each road and their priority. After a lengthy discussion, the board recommended five roads be staked including 107th St. SE (two sites), 112th St. SE, 77th St. SE and 95th St. SE.
After the roads get staked and the engineer reviews, Gilbert promised to get back to the board with a report. The rest of the roads on the list will be dealt with later in the year.
Sheriff’s Report
Sgt. Dan Franks said his department received 111 calls for service with 84 being traffic calls. He also said the speeding issue along 127th is being dealt with.
Hideout Violations
The township agreed to enforce an assessment to the Hideout business in relation to a zoning violation, right-of-way obstruction and nuisance at 16496 149th Street SE.
Attorney fees, the removal of the signs, site time visits, mileage, clerk time and final notice mailings results in a charge of $907.28. A further fee will be assessed to have the removed signs brought back to the business owner.
In other action, the board:
• A boundary line adjustment public hearing was announced for the future;
• Striping for road projects was approved by the board and JPA;
• A paving schedule for 185th was announced for June 15-23;
• 112th Street’s end location was discussed;
• A building code ordinance’s language for a certificate of survey and modeling information was discussed and will be worked out between Jacob Sanders and Craig Wensmann of Bogart, Pederson & Associates;
• Speed signs were asked to be installed in Wildwood Acres to get people to slow down through the development;
• Rocks, boulders and pillars were discussed to be removed from a township-owned piece of property on 172nd, but after a lengthy discussion, the board tabled the issue;
• A road near Co. Rd. 50 that has no official name will remain nameless but will be maintained moving forward by the township since it is a minimum maintenance road;
• Clerk Messman asked the board to consider discontinuing their contract with their current cleaning service and go with another business to maintain the township hall and offices;
• A new handicap ramp along the side of township hall is in need of repair or replacement. Joe Danielson will consult with Bogart Pederson & Associates to design a new, wider ramp for better accommodation during election days.
