Palmer Discusses Numerous Topics In One Hour Meeting

The Palmer Twp. Board met March 12 to discuss roads, parks, lakes, a CUP, election judges and an audit.
 
Road Maintenance and Signs
Supervisor Steve Demeules reported there is a low area on 56th Street that has standing water.  He recommends looking into getting it filled to prevent the water from accumulating in that area.  
 
Clint Schendzielos also reported there is a low area in Briar Oaks that also collects water and should be considered for repair.  
 
Chairman Mike Ganz reported he will double check with the county to make sure all permits are in place to begin putting in the turnaround at High Point.  Schendzielos said he will review the area and get back to the board on what needs to be done to put in the turnaround in the spring. 
 
Fire Department  
Ganz reported the final draft of the fire contract is being written for approval.  The new grass truck is being built and will be housed in Station 2 when complete.
 
P.E.C/Park Report
Schendzielos brought a picture of the rough draft of the sign to be developed and placed near the playground equipment in honor of the Clear Lake Lions donating the equipment for the park.  The sign will be paid for by Palmer Township as a thank you for their generous donations.
 
Mitch Hoefer reported that the portable sign used at the park has been refurbished and is ready for use.
 
Lake Association
TLID has been awarded grants from Soil and Water Conservation.  There are also grants available through the county for septic upgrades.  
 
The DNR will reassess the ramp at the Briggs Lake access this spring when the ice is out to determine if it will be repaired this year.
 
Legal Comments 
Attorney David Myers said all documents currently located at Rinke Noonan on behalf of Palmer Township have been transferred to CD's and copies were given to the township clerk to be put in the permanent files at the township office.  
 
It was recommended permanent documents currently filed in the township office also be transferred to digital media.  Clerk Kelly McCann said she will research the best way to scan documents and keep as permanent records.
 
CUP Request
Todd Lorsung submitted a request for a CUP for a personal storage structure.
 
Lorsung presented a proposal for a personal storage unit to be built on a one-acre lot to use as personal storage for boating equipment in the winter.  He advised the board there will be no well or septic on this property.  
 
Demueles made a motion to send favorable comment to Sherburne County for approval of the CUP request.  Supervisor Richard Larson seconded the motion and the motion was carried.
 
Certification for Election Judges
Chairman Ganz made a motion to certify McCann, Muriel Brown, Sue Chmielewski and Sandy Kunstleben as election judges for the following day’s township election.  Demeules seconded it and the motion carried.
 
Treasurer’s Report
Treasurer Roger Johnson read the balances from the treasurer's report.  Demeules made a motion to approve the Treasurer’s Report.  Larson seconded the motion.  Motion carried unanimously.
 
Board of Audit
Following adjournment of the meeting, Chairman Ganz called the Board of Audit to order at 7:50 p.m..
 
A review of the clerk and treasurer's summary dated Jan. 1 - Dec. 31, 2017 was held.  No discrepancies were noted.  
 
A motion was made by Ganz and seconded by Demeules to approve the books.  Motion carried unanimously.
