Palmer Board Deals With 1951 Issue

At Monday’s board meeting, the members of Palmer Twp. discussed road maintenance, a license agreement, a driveway request and election judge considerations.
 
License Agreement
Attorney David Meyers said an agreement was drafted between the township and the Franz family for a turnaround at the southwest end of 49th Street.
 
Meyers said the two brothers reviewed the agreement and are looking to have the land surveyed. Meyers suggested the board hire Bogart-Pederson to delineate the wetlands since they are already to be used to survey the property.
 
The board agreed and motioned to accept.
 
Driveway request
Chairman Mike Ganz said he met and talked with property owner, Larry Sewall, who is interested in putting a 10-foot wide driveway in.
 
The problem with the stuation, the board explained, is their records indicate that back in 1951 the township exchanged some right-of-way with the property owner for “something” (work to be done) on an easement.
 
No other records of the transaction have been found.
 
Sewall was in attendance Monday and provided substantial paperwork in regards to the history of the property. Sewall was looking for some sort of compensation package for the property since that “something” had never been received.
 
Ganz reviewed all the records and agreed the township owed Sewall consideration based on the value of the swath of land Sewall is referring to in relation to 1951 land rates.
 
Election Judges
Clerk Kathy Miller asked the board to approve a list of 14 candidates to serve as election judges at Tuesday’s primary and the general election in November.
 
Miller said all 14 applicants have been certified by the county.
 
Board approved.
 
Road Report
Mike Flannery, a resident on the east side of Lake Julia, said he has been having issues with 115th Avenue where the road keeps eroding.
 
Flannery said he heard from the mail lady that she keeps getting stuck on the road. Flannery also said  trenches in the road are leading to spill over into the lake.
 
Flannery said he has been filling the problem areas for years and was wondering if there was anything the townshiop could do to fix the problem.
 
Chairman Ganz said he or someone from the board will go out to the area and assess the problem to make a determination on what to do.
 
On another issue, someone from the public told the board that on the south side of 55th Street to the south of Briggs Lake, the “No Parking” signs cannot be seen because of the heavy brush hanging near the road. The board promised to fix the situation soon.
 
Park Report
Mitch Hoefer told the board the new well was working well and said he recently had the picnic tables painted.
 
Hoefer was asked about the soffit/siding project and said he needed an official “go-ahead” for the $4,800 project.
 
The board approved it and Hoefer said he and some volunteers will get to work on the project as soon as possible.
 
The park equipment project was questioned as to why the supplies were not in the township’s possession and it was reported the equipment had a delivery date of Aug. 22.
 
Roger Johnson said the SCORE grant reimbursement was applied for and he is working on the final report.
 
Fire Dept. Report
Craig Miller of the Clear Lake FD said the fire department received 10 calls for service from Palmer during the month of July, which included one car accident and nine medicals.
 
Miller gave a report on the fireman’s dance saying it was a “light” crowd but was a nice event just like last year. He also reminded those interested there was a fire board meeting Wednesday night.
 
Sheriff’s Report
Capt. Bob Stangler said the sheriff’s department received 141 calls for service for July, which he said was up sharply from previous years. The calls were for traffic (63) which included 25 citations, one burglary attempt, 15 boating warnings and one ATV warning.
 
Stangler also said the department will be bringing on two new K-9 officers since the department’s current duo are facing retirement.
