Mn Dot To Change Co. Rd. 23 Intersection

The flashing lights near Co. Rd. 23 on Hwy. 10 in Becker will be eliminated this year and replaced by a different design of intersection MnDOT. 
 
In December, Sherburne County Public Works Director Andrew Witter told members of the county board  said the state will be installing a Restricted-Crossing U-Turn Intersection (RCUT) this year because the current conflict warning system that was installed in 2015 is not working well.
 
“It was  designed to notify vehicles on Hwy. 10 that there is an approaching vehicle on Co. Rd. 23 -Sherburne Ave.,” he said. “What happens with the conflict warning system is if there’s enough traffic from the side street, it never turns off. It loses its effectiveness if the blinking lights are constantly on. The system doesn’t function as designed.”
 
He said the RCUT intersection has been used effectively on intersections on very high volume roads.
 
“They function almost to the level of an interchange,” said Witter. “It reduces fatal and severe injury crashes by over 90%.”
 
Witter said the project will take place this summer.
 
Attorney Contracts
The board approved court-appointed attorney contracts for the following case types for the 2018 budget year: 1. Guardianship/conservatorship (Cindi Spence, presbyterian family foundation Shirley Olson); 2. CHIPS (Lisa Rutland and Cathleen Gabriel); 3; Paternity/contempt (Patrick Fugina); 4. Commitment (Thomas Richards); 5. Sexually dangerous personality (SDP)/sexually psychopathic personality (SPP) (Jones Law Office); Rhonda Magnussen and Meredith Boudrie are back­up for several of the case types. 
 
Planning Commission
The board appointed the following persons to the Sherburne County Planning Advisory Commission: Baldwin Township - Bryan Lawrence as primary member and Jay Swanson as alternate; Haven Township - Jeff Schlingmann as primary member and Michael Pesch as alternate; Palmer Township - Stephen Demeules as primary member and Mike Ganz as alternate; Santiago Township -
David Jehoich as primary member and Jeffrey Pappenfus as alternate.
 
Other Business
In other action the board:   
 
• Reappointed Mary Eberley to the Great River Regional Library Board for a term of three years;
 
•  Set the staff meal reimbursement rate at an amount not to exceed $30 (combined breakfast, lunch and dinner meals) for in-state travel and not to exceed $35 (combined breakfast, lunch and dinner meals) for out-of-state travel;
 
• Set the county Board of Equalization meeting for June 12, 2018 at 3 p.m.;
 
• Approved the 2018­2019 MFIP Biennial Service Agreement between Sherburne County and the Minnesota Dept. of Human Services.  The allocation will be $565,674 in both 2018 and 2019;
 
• Approved the final contract payment for the 2017 pavement markings to AAA Striping Service Co. in the amount of $8,591.58;
 
• Accepted a $1,500 donation from Eric Haskins to be distributed as $100 gift cards to 15 Sherburne County families in need;
 
• Accepted a $100 donation to the Veterans Service Office from an anonymous veteran for a local area veteran or veteran family;
 
• Accepted a donation of $1,100 from an anonymous Monticello family for a needy veteran family;
 
• Appointed Fran Toth,  (Commissioner Dist. 1); Pat Arnold,  (Dist.  4) and Randy Linn, At-­Large Member, to three-year terms (2018 thru 2020) on the Sherburne County Solid Waste Advisory Committee.
