Lynden Twp. Continues To Look Into Recycling

 
During their June meeting, Lynden Twp. Supervisor Dennis Niemi informed the board he had met with Jon Snyder, general manager of Republic Services, for contract negotiations regarding recycling services.
 
The company’s proposed new recycling contract is nearly a 31% increase over the previous contract, which amounts to extra costs around $13,000.
 
No agreement was reached. Although a motion carried not to cancel the existing contract, which expires April 2021, in the meantime the board will pursue a study group to research a recycling contract with an option to include waste collection.
 
Road Report
 
Niemi informed the board he had drafted a new proposed agreement with the City of St. Augusta to clarify issues with the existing 13th Ave. town road line agreement. A motion carried authorizing Niemi to procure an outside attorney to review the proposed agreement and provide an outside opinion. Provided the opinion is positive, he will move forward with presenting the agreement to St. Augusta.
 
Doug Bischoff requested the board restrict the use of the minimum use Franklin Road with gates for the same issues raised in the past, including garbage dumping, illegal activity and safety. He has also contacted the sheriff and City of St. Cloud. Niemi indicated he will research the road history and contact Twp. Attorney Michael Couri about options.
 
In April, Supervisor Dave Johnson contacted Mlaskoch, who is performing work on behalf of MN Communication Inc., requesting a copy of their right-of-way permit, which couldn’t be produced. He has attempted to contact the company a number of times since with no response. A motion carried allowing Johnson to move forward under the Administrative Fine Ordinance #10 process.
 
A motion carried accepting Aztech’s bid of $1,815 for crack filling Woodbine and Elderberry.
 
Brushing has been completed on 17th Ave. E., Niemi will monitor ditch stump removal.
 
Other Business
 
Couri is working with the attorney for the City of Clearwater regarding 2018 call discrepancies involved with the 2019 pay formula for the Clearwater fire contract.
 
A variance application and payment for Battle Road was requested by Carl Fagenbaum. A site visit and public hearing have been set.
Spring cleanup day was reviewed. A discussion was held on issues including better signage, trailer restrictions, vehicle unit definition and a waste study commission. Johnson will follow up.
 
The township received a complaint about chickens on 200th Street. Based on minimal evidence a motion carried to decline action until further complaint or substantiation of the allegation.
 
Todd Voigt was reappointed to the planning commission for a five-year term.
 
The next Lynden Twp. meeting will be on July 1 at 7 p.m.
