Lynden Township Has Full June Meeting

Resident Doug Bischoff approached the Lynden Township Board during their meeting June 5 to request they reconsider their decision to leave the minimum maintenance portion of Franklin Road open. 
 
He would like to see the road closed to reduce dumping of garbage and to deter nuisance traffic, but feels it could remain open to other users such as pedestrians and ATV riders.
 
The board explained the decision was made to keep the road open after receiving feedback from area residents.
 
The board encouraged Bischoff to pursue closure of St. Cloud’s end of the road after the city informed him they would be willing to do so. 
 
Supervisor Anne Ackerman indicated she would consult with Township Attorney Mike Couri about potentially holding a public hearing if the board decides to readdress the issue.
 
Accessory Building
The owner of 15067 Co. Rd 44 is selling the property and a survey indicated an accessory building is only 8.3 feet from the property line; the 2011 building permit stated it was to be 10 feet.
 
The building will be allowed to remain at its current location as building official Nancy Scott indicated it was considered an existing non-conforming structure. It cannot be expanded however, and if destroyed it must be built to conform to the required setbacks. 
 
Land Inquiry
Alan Thole approached the board to inform them his family is interested in selling approximately 95 acres adjacent to St. Cloud city limits on Co. Rd 75. 
 
The possibility of entering into an orderly annexation agreement was discussed if a potential purchaser is interested in city services. Thole will keep the board informed.
 
Driveway Complaints
Bischoff informed the board the second access on his Franklin Road property will be removed after an addition is completed.
 
The second driveway on an Eaglewood Road property was been vacated and a certificate of occupancy was been issued noting only one driveway is allowed.
 
The township received a complaint about a second driveway being used at another Eaglewood Road property. Johnson will draft a letter informing the owner only one access per parcel is permitted.
 
Horse Inquiry
Jim Klaverkamp informed the board he intends to build a 20’x32’ horse barn on his Woolston Ct. property, which is zoned A-40. He met with Stearns County for a feedlot permit for his new horse and needs township approval; a horse is permitted on the parcel. A motion passed granting township approval.
 
Resolutions
The board passed Resolution 2017-05 Adopting Stearns County All-Hazard Mitigation Plan.
 
Resolution 2017-06 was pended to the July meeting. Clerk Jenny Schmidt will verify with Stearns County Attorney Matt Quinn the difference in the proposed resolutions, and Ackerman will review the document with Couri.
 
Other Business
A camper is being used as a residence at a property on Co. Rd 44; a violation letter will be sent to the owner.
 
Jerry’s Towing will be relocating from Hasty to 20026 Empire Road; the business is a permitted use. 
 
Ackerman informed the board she had reviewed the nuisance complaint property on 146th Street and six junk vehicles remain. A second letter will be sent to the owner with a removal deadline of July 2. If not complied with an administrative citation will be issued.
 
Attorneys have offered not to file an appeal in the Labeau kennel CUP revocation case if the court ordered recovery of costs and disbursements was waived; the township wouldn’t have received any of the funds. 
 
Supervisor Jerry Finch informed the board water testing at Plum Creek would be reduced this year. A motion passed for the township to pay testing costs.
 
A motion was passed accepting the town hall fencing quote from Authority Fence for $850. Finch will arrange for installation.
 
The next Lynden Township meeting will be July 3 at 7 p.m.
