Lynden reviews property requests

At their November meeting, the Lynden Twp. Board discussed a variety of property requests, including rezoning, a preliminary plat, and a certificate of compliance.

Michael Michalski approached the board in regard to the rezoning request for his property, which is currently zoned A-40. He would like to split his property into three lots with a building entitlement on each.

After meeting with Stearns Co. Environmental Services, it was determined he would need to first request rezoning from A-40 to R-5. He informed the township he was looking for their recommendations on the application he was given by the county. 

A discussion was held regarding spot zoning of an R-5 area surrounded by A-40 zoning, and staying consistent with the township’s comprehensive plan, as well as the possibility of a Transfer of Development Rights (TDR). Michalski will contact the clerk if he wishes to be on a future agenda.

Craig Wensman from Bogart-Peterson approached the board in regard to the Nick Dickson preliminary plat review. He presented the board with a letter from the Stearns Co. Board of Adjustment indicating they granted a variance to develop a two-acre plot with vehicle access lower than two feet below the regulatory flood protection elevation. 

A motion carried approving the preliminary plat and the final plat, as long as no changes were made between the two.

A certificate of compliance was approved for the Marion Kloeppner administrative, which Stearns Co. determined was an administrative split. Parcel A is 69.5 acres and will be retained by Kloeppner, parcel B is 3.25 acres and will be owned by Vanhoorhis. 

IT Proposal

At the request of the township, George Corte of Digital Nomad submitted four options for continued IT support of the new technology added to the township hall as part of the COVID response and grant.

Option one was for networking/audio/video support; Option two, internet service; Option three, desktop support; Option four, remote access/system monitoring. 

The options were discussed and reviewed. James Kantor recommended going with options one and four at a minimum. A motion carried approving option four, remote access/system monitoring for $350 per year, reserving a decision on options one though three for further discussion.

Other Business

A motion carried Resolution 2020-09, the transfer of excess CARES Act funds in the amount of $11,716 to the City of Annandale for use by the fire department.

A motion carried authorizing the execution of an RFP for the township’s recycling contract. The RFPs are due Dec. 30, with an opening date of Jan. 4.

A motion carried approving a one-year summer road maintenance contract with Schendzielos, which runs from May 1 to Nov.1, 2021.

A motion carried to decline the CARES Act Elections Grant to Municipalities due to the timing it was received and would need to be completed by.
