Lynden Discusses Road Issues

 
The Lynden Township Board of Supervisors discussed a number of road issues and updates during their recent December meeting.
 
Road Update
 
Supervisor Dennis Niemi requested permission to pursue the repair of 189th and 7th Ave. He informed the board he had spoken with the Stearns Co. highway engineer and hopes to work in tandem with the county contract; the 2014 estimate of the project was $43,500.
 
A motion carried authorizing Short Elliot Hendrickson (SEH) to proceed with core drilling and allowing Niemi to pursue the potential reclamation of the road.
The board was informed the DNR hasn’t issued the permits necessary to complete the culvert repair needed on 13th Ave. Niemi stated he would ensure the township’s road signs were in their possession for future re-installation and will follow up with the DNR so the project can be completed in the spring.
 
Niemi informed the board the culvert on Eaglewood Road isn’t more than four years old and does not need to be replaced at this time. Muskrat damage between the culvert and road surface has been repaired for under $3,000.
 
A township resident inquired about bringing his trash and recycling bin to the intersection of Emmett Road and 5th Ave. as another resident sometimes removes the bins and places obstructions along the edge of the roadway. As these are private roads, the board has no authority over the issue; Supervisor Anne Ackerman indicated she would follow up with the resident.
 
The board was informed sections of Fulton Circle become slick in the spring due to the high water table; Niemi indicated he will follow up to determine if additional material is warranted.
 
Proposed Resolution 2018-04 Designing a Contact Person has considered and withdrawn after a discussion determined it to be redundant as Niemi is already the designated road contact.
 
Other Business
 
The board was informed an agreement is pending between property owners on 27th Ave. E.; a portion of the septic system of the bank owned property at 20702 encroaches onto the neighboring property. An administrative subdivision will be completed to correct the issue which will require the issuance of a certificate of compliance from the township.
 
A motion carried to table the issue until the next meeting to allow for receipt of the necessary documents.
 
Clearwater City Administrator Kevin Kress has not sent an update to the township in regard to the proposed revision of the fire contract formula; Clerk Jenny Schmidt will follow up.
 
Ackerman informed the board she has begun to upload documents to the server in preparation for her retirement in March. In the future, it was decided supervisors will provide details to input and the clerk will generate the needed documents.
 
A motion carried approving the township’s engineering services contract with SEH. 
 
The next Lynden Twp. meeting will be Jan. 7 at 7 p.m.
