Investments paying off for Sherburne County

Sherburne County’s finances are in good shape according to the latest auditor-treasurer report from July.

In her first report to the county commissioners since being appointed as the county’s new auditor-treasurer, Loraine Rupp told the board investments are above budget by $1,055,478.91 at the end of June.

Interest earnings year to date are $1,705,478.91, which is $378,088.05 ahead of last year’s numbers at the same time of year.

Rupp said although in the report the General Fund balance is behind last year’s balance by $4,240,209.83, that will change by the end of July.

“The General Fund balance does not include Period 1 tax settlement,” she said. “There is approximately $17,886,000 that will go to that fund with that settlement.”

The board approved an agreement with Next Chapter Technology (NCT) for the CaseWorks Electronic Document Management System (EDMS) for use by the Health & Human Services Dept. The cost from Sept. 1 through the end of the year is $116,702. The annual cost for the next four years is: (2025) $350,106, (2026) $367,612, (2027)  $385,992, (2028) $405,291.

Other Business

In other actions the board:

• Approved an amendment to the Family Group Decision-Making (FGDM) Grant to accept an additional $200,000 and extend the grant period by two years. The original FGDM Grant was awarded in the amount of $324,928 for the time period of 7/1/22 to 6/30/24, with the possibility of a five-year extension;

•  Accepted the Public Health Emergency Preparedness and Cities Readiness Initiative Grant from the MN Dept. of Health in the amount of $88,734 for the period of 7/1/24 to 6/30/29;

• Approved a Refugee Health Screening Grant agreement between the MN Dept. of Health and Sherburne County in the amount of $3,000  to assist with health screenings of known arrival of legal refugees;

• Approved the reclassification of a Case Aide (grade 8) position to a Child Support (grade 10) position within the HHS Dept. The move will cost the county $2,712 annually;

• Approved an Institutional Source Separated Organics Recycling Grant for Becker Public Schools in the amount of $10,000. The funds have already been approved as part of the 2024 SCORE grant program;

• Approved the submission of an application for the 2024-2025 Toward Zero Death (TZD) Safe Roads Grant. The grant is typically between $10,000 and $15,000;

• Approved a three-year building cleaning services agreement with Carefree Cleaning to provide janitorial and related services at the Government Center and offsite county facilities;

• Approved a reimbursement of  $588.40 for expenses incurred by Commissioner Felber for a trip to Washington D.C. June 25-26 to meet with federal officials and staff;

• Approved the acceptance of $12,000 in added funding from the Office of Justice Program for services to victims of crime for 12 months beginning Oct. 1, 2024.
