Haven Twp. Reviews Proposed 2020 Budget

 
During their meeting Monday night, Haven Twp. Supervisor Randy Linn presented the proposed 2020 township budget to the board of supervisors.
 
After providing board members a handout listing financials from the previous three years, Linn explained each line item and the numbers behind it. Complete financials won’t be available until after the first of the year.
 
A couple areas looked light to board members, including the gravel tax and cleanup day receipts; Treasurer Mike Zniewski will follow up.
 
The township is over budget on snow removal, salt and sand for the year, however, Supervisor Mark Knowles stated with the busy spring last year it wouldn’t be a surprise if the numbers were high.
 
The board will continue discussing the proposed 2020 budget next month.
 
Road Report
 
Knowles informed the board he had been in touch with Bogart Pederson concerning survey work in Sherwood West; numbers are expected to come in after the first of the year. He told the board all trees in the project’s right-of-way would be cleared.
 
Twp. Attorney David Meyers confirmed the construction easements for the project have been filed.
 
A resident approached the board to once again request the no parking signs on 145th and 64th be replaced; they’re faded and people have been parking along the road. She also asked if snow fences were going to be erected; Knowles replied they were not.
 
The township still needs to replace the incorrect 36th Street road sign with the correct 36th Ave. sign.
 
Airport
 
Supervisor Kathi Kosloski informed the board the new hanger area at the St. Cloud Municipal Airport will be shovel-ready by fall 2019, with the possibility of hangers in place by 2020.
 
She also told them the airport was looking to pull in an air show in the near future. The last one occurred in 2010; the one planned for 2013 had been cancelled. 
 
Other Business
 
Chairman Jeff Schlingmann informed the board Import Auto was about to start construction on their new building on Co. Road 7; their building permit application has been submitted to the county.
 
Meyers informed the board he had sent all the documents concerning the MS4 (municipal separate storm sewer system) easements and resolution to the county, and hopes to have the final resolution by the next meeting.
 
The township has been working with the Minnesota Pollution Control Agency (MPCA) to be removed from MS4 designation as they don’t meet the population requirements and it’s a financial burden on residents. St. Cloud has indicated they are willing to take over the township’s MS4 responsibilities.
 
Knowles informed the board he had been in touch with Jeff Rhodes to line up township road tree trimming.
 
The sheriff reported 120 incidents for November, including 34 traffic, 12 accidents, two thefts, one of a trailer stolen from a business lot and one from a parked vehicle, one damage to property and a burglary of computer equipment and tools from a business that is still being investigated.
 
The next Haven Twp. meeting will be Jan. 21 at 7 p.m.
