Haven Twp. Discusses Residential Aed

 
During their meeting Monday night, the Haven Twp. board of supervisors discussed the placement of an automated external defibrillator (AED) at Hank Foehrenbacher’s Sherwood Shores West neighborhood property.
 
Foehrenbacher approached the board to explain how and why the AED had been installed on his property. The medical device, which was purchased through a grant from CentraCare, is used to help those experiencing life-threatening sudden cardiac arrest. It analyzes the heart’s rhythm and if needed, delivers an electrical shock, or defibrillation, to help it re-establish an effective rhythm.
 
Due to weather constraints, the device was installed before it could be brought before the township board for approval. Foehrenbacher acknowledged they understood it may have to be moved next summer due to the upcoming road construction in the neighborhood.
 
The AED was installed on a concrete slab and will be heated in the winter and air-cooled in the summer. A sign has been placed along Foehrenbacher’s mailbox to inform people it’s there and a system of communication has been put into place.
 
After a discussion concerning the construction easement and right-of-way, a motion carried to authorize the placement of the AED subject to the possibility of it having to be moved and the signing of a license agreement.
 
Attorney David Meyers will draft up the license agreement.
 
MS4
 
Meyers informed the board he and Supervisor Jeff Schlingmann had met with St. Cloud’s representatives who indicated they are willing to take over the township’s MS4 (municipal separate storm sewer system). 
 
The township has been working with the Minnesota Pollution Control Agency (MPCA) to be removed from MS4 designation as they don’t meet the population requirements and it’s a financial burden on residents. The township was originally designated an MS4 due to its proximity to St. Cloud.
 
Meyers said the city is willing to an agreement stating the maximum responsibility of the township would be $50,000 in the event of any future repairs that may be necessary. As Meyers stated he didn’t foresee any repairs that would be needed, preliminary approval was given for he and Schlingmann to continue negotiations with St. Cloud.
 
Other Business
 
A motion carried approving final payment of $29,479 for the Elk River Estates road project.
 
Supervisor Kathy Kosloski told the board she had attended a presentation on noxious weeds and informed them the township has the responsibility of identifying where any were located in their right-of-ways. The Sherburne Co. weed inspector has offered to go on a road tour with the township to assist with this; the board agreed to set one up in the spring.
 
Schlingmann informed the board two more solar companies looking at putting in solar arrays in the township had been in contact with him, one off of 37th and one on Co. Rd. 8.
 
The sheriff reported 107 calls for service for October, including 27 traffic violations, three accidents, two trespassing complaints, eight medical and two thefts, one of which involves the theft of catalytic convertors and gasoline that is currently being investigated.
 
The next Haven Twp. meeting will be Dec. 17 at 7 p.m.
