Haven Approves Resurfacing Project

Approval of a proposal from Sherburne County for a road resurfacing project on 45th Ave., approval of a bid for snow plowing and a request for comment on a conditional use permit (CUP) for a property in the Sherwood Shores development were among the items on the agenda at the regular meeting of the Haven Town Board Sept. 21.
 
Resurfacing Project
According to the draft minutes of the meeting, Chairman Jeff Schlingmann told the board that an e-mail had been received from Sherburne County Engineer Rhonda Lewis seeking the board’s opinion on a resurfacing project on 45th Ave. from Hwy 10 to Co. Rd. 65.
 
Cost of a “reclaim and overlay” on the roadway would be $17,858, the proposal said, while a 2” overlay would cost $7,921.  Following a discussion, Vice-Chairman Mark Knowles made a motion to proceed with the reclaim and overlay version, which was approved by the board.  Schlingmann stated that he would contact Lewis regarding the decision so that the project can go forward.
 
Snow Plowing
According to the minutes, the board received one bid for snow plowing in the township for the coming winter season.  After a discussion Supervisor Mike Pesch moved to accept the bid from Marson Contractors, Inc. of Sauk Rapids.
 
CUP Request
The board discussed a request for positive comment on a conditional use permit (CUP) from a property owner in the Sherwood Shores development for construction of a personal storage structure.  The property owner has been before the board before, with requests for construction of a home on the property that were found to be not in compliance with county ordinances.
 
The board had received five e-mail communications stating opposition to the CUP request, and five area residents attended the meeting in person to voice their opposition to the request, several of who cited the protective covenants enacted by the Sherwood Shores Environmental Committee.
 
Following a discussion, Supervisor Kathy Sims-Kosloski made a motion to send a negative comment to the county regarding the CUP request, which passed with Pesch casting the lone “no” vote. The next step will be a public hearing on the matter in October before the Sherburne County Planning Commission.
 
Other Business
The board approved a resolution to close the minimum maintenance road right-of-way known as 45th Ave. from the intersection of 64th St. to Long Lake in an effort to restrict the area to walking traffic.
 
The board also approved a proposal from the Sherburne County Auditor/Treasurer Dept. requesting that the township purchase a new voting machine for the upcoming elections.  Cost of a machine will be $6,400, with townships paying about half the cost, approximately $3,000 in the case of Haven Township.
 
Engineer Jon Bogart will have an updated road project list for Haven Township in time for the October regular meeting.
 
The board discussed vacating the section of 7th St. SE off of 15th Ave. SE, and will also look into having Appert’s (Sysco) take it over.  The board will consult with legal counsel David Meyers prior to their acting on the matter.
 
The sheriff’s report indicated 76 calls for service in Haven Township in August.
