Cw Township Board Okays Road Items

The Clearwater Township Board last week voted to approve two separate road items.
 
The township is currently working with Siver Creek Twp. to do a reconstruction/overlay project on Elder Ave., the town line road that runs through Hasty.
 
Supervisor Bill Langenbacher reported on a survey that was recently completed on the paved portion of the road at the intersection of Co. Rd. 75.
 
The townships are looking at paving over the existing bituminous. They are questioning whether to add an overlay or just chip seal over the top. 
 
Langenbacher said the cost to chip seal, plus ditch and inslope work, is estimated at $52,500, of which half is Clearwater’s responsibility. The 2” overlay would add $20,000 more to the cost.
 
The board agreed the overlay wouldn’t make much of a difference and voted to go forward with the chip sealing at $26,250.
 
The board also discussed the chip seal quote for the 160th/Filmore/Evans project. The township had received quotes for different grades of chip seal product from Astech in December.
 
Astech offered two alternatives in its bid, either two layers of Grade FA-3 at $126,150 or FA-3 on the first layer and FA-2 on the second layer for a total cost of $109,125.
 
The higher the number, the larger the aggregate. The most commonly used sizes are FA-2 and FA-3.  FA-2 consists mainly of particles smaller than 1/4 inch. An FA-3 consists mainly of the chips smaller than 3/8 inch.
 
Supervisor Scott Miller felt it would be better to have the thicker base.  Maintenance Supervisor Mike Ludenia agreed the FA3 would have more oil and a thicker mat.  Supervisor Rose Thelen made a motion to go with the double FA-3 at $126,150.  The board approved the motion unanimously.  
 
Rezoning
The board recommended approval of a request by Jan Anderson to rezone a property at 10285 120th Street from Agricultural and S-2 Residential-Recreational Shorelands to S-1 Urban-Rural Transitional and S-2.
 
Anderson came before the board a few months ago, but said last Monday she was ready to move forward and go to the county with her proposal. She said a survey had been completed by Otto Associates showing how lots would be divided and where the home and septic could be located to meet setbacks. There is also a small corner of one of the lots that would be located in Corinna Twp.
 
The board gave its approval. Anderson’s next step is to get county approval.
 
Part-time Road Worker
After a discussion about having an experienced back-up maintenance person in the event Ludenia was off due to injury or vacation, the board voted to hire a permanent part-time road maintenance person. Ludenia said he felt the person could start at about six hours a week. The board agreed to have a probationary review after the person has worked 40 hours.
