The Sherburne County Board last week approved a one-year lease between the City of St. Cloud and Sherburne County for satellite space at the ‘1010 Building’ (located at 1114 9th Ave. SE). The building is located in the northeast corner of Sherburne County in East St. Cloud.
Health & Human Services (HHS) has been working in partnership with St. Cloud Police Dept. on a Family Resource Center (FRC) in St. Cloud. The building, owned and operated by the City of St. Cloud, has been named the ‘1010 Building’. In that facility, St Cloud Police Department has given priority office space to Sherburne County HHS.
HHS plans to conduct financial assistance interviews, do WIC appointments and other client-related services at the site beginning in summer of 2025. Sherburne County Administration has toured the 1010 Building space with HHS staff and is supportive of the facility for the intended service delivery uses.
The lease cost to the county is $1,050 per month to cover the cost of garbage, heating, electricity, and other costs related to occupancy. A $10,000 grant from Medica will cover approximately 9.5 months of the lease. The additional 2.5 months will be charged back to other non-levy funding sources such as WIC and the MFIP Consolidated Grant.
Employee Contract
The board approved a Collective Bargaining Agreement and Memoranda of Understanding with LELS Public Safety Telecommunicator Unit for the term of Jan. 1, 2025 through Dec. 31, 2026. The agreement includes a 5% wage range adjustment for 2025 and 3% for 2026. It also includes a 3% general adjustment for 2025 and 2026.
Personnel Board
The board appointed the following individuals to the Personnel Board of Appeals: Schawn Johnson, Diane Arnold and Felix Schmiesing. The personnel board of appeals makes findings and provides a report to the county board on appeals or grievances made by an applicant, employee or appointing authority.
Library Funding
The board passed a resolution in support of Minitex Library Services because of potential cuts in funding for services such as interlibrary loan and the Electronic Library of Minnesota. Cuts will directly impact the services Great River Regional Library patrons receive, especially if Minitex loses funding or does not see an increase in state funding.
Victim Witness Program
The board approved and allowed the County Attorney to submit an application to the Office of Justice Program for funding of the Victim Witness program. The award will be dependent upon the funding being received from the U.S. Dept. of Justice, the U.S. Dept. of Health and Human Services and notification from the state.
Other Business
In other actions the board:
• Amended an agreement with APEX Engineering for Co. Rd. 29 and Co. Rd. 2 Design and Construction Phase Services for an expansion of services at a cost of $125,648;
• Amended an agreement with SRF Consulting Group for Co. Rd. 4 Design and Construction Phase Services for an expansion of services at a cost of $399,030;
• Appointed Zach Guttormson as Blue Hill Twp. Alternate on the Sherburne County Planning Advisory Commission through Dec. 31, 2027;
• Awarded the contract for Hwy. 10 and Co. Rd. 65 intersection improvement to New Look Contracting, Inc. at $1,624,430.85. The engineer’s estimate was $2,154,749.50;
• Amended a contract with Carefree Cleaning to reduce daily office cleanings within the Government Center to every other day. The move is expected to save over $100,000;
• Tabled a resolution prohibiting parking on Co. Rd 75 from 235th Ave. to 238th Ave. in Orrock Twp.;
• Tabled a resolution requesting that MnDOT conduct a Speed Zone Study on Co. Rd. 23 in the City of Becker (from Edgewood Street to 103rd Street);
• Accepted the 2025 State of MN Annual County Boat and Water Safety Grant in the amount of $17,243 to purchase equipment and supplies for boating enforcement and water safety, and to cover overtime shifts for enforcement efforts on various lakes within the county;
• Accepted donations received by the Health and Human Services (HHS) Dept. totalling $2,959.52.
