County HHS Gets Over $1 million in Grants

Sherburne County Health & Human Services is receiving more than  $1 million in grants to help provide services to county residents.

Tuesday, the county board approved three separate grants for various services. The first is an  annual grant in the amount of $430,825 from the MN Dept. of Health for Sherburne County Evidence Based Family Home Visiting for fiscal year 2025.

The funding is for budget year three of a five-year grant agreement, as well as expanded funds for 10 additional families to be served. The home visiting caseloads have been at capacity, and this funding allows for an additional Public Health Nurse  as proposed in the 2025 budget requests.

The second is a HHS grant award in the amount of $276,898 for Community Support Program funding for the time period of Jan. 1, 2025 to Dec. 31, 2026. The program assists adults with serious and persistent mental illness.

The board also approved the 2025-2029 Local Public Health and Foundational Public Health Responsibilities Grant Project Agreement between the MN Dept. of Health and Sherburne County, with a first-year award of $371,442.

The vision of Minnesota Dept. of Health is for health equity in Minnesota where all communities are thriving and all people have what they need to be healthy. Health equity is achieved when every person has the opportunity to attain their health potential.

Of the $371,442 award, $241,088 is for the Local Public Health Grant and $130,354 is for the Foundational Public Health Responsibilities Grant.

Compost Facility

The board issued a Certificate of Closure to Elk River Composting Inc. located on 112th St. NW. The facility was issued a license for the operation of a yard waste compost facility on Aug. 17, 2010. County Solid Waste Staff inspected the facility and determined that the closure requirements specified in the county ordinance were completed.

Veterans Grant

The board accepted a $15,000 Annual Operational Improvement Grant from the Minnesota Department of Veterans Affairs for fiscal year 2025. The funds can be used to: Provide outreach to the county’s Veterans; Assist in the reintegration of combat veterans into society; Reduce homelessness among Veterans; Collaborate with other social service agencies, educational institutions, and other community organizations for the purposes of enhancing services offered to Veterans; Enhance the operations of the county Veterans Service Office.

Taser Purchase

The board approved a master services and purchasing agreement between Axon Enterprises, Inc. and the Sherburne County Sheriff’s Office for the Purchase of New Tasers. The total purchase and servicing/ support of 112 tasers is $991,670.51 ($99,167 annually for 10 years).

Planning Commission

The board approved the following appointments to the Sherburne County Planning Advisory Commission from Jan. 1, 2025 to Dec. 31, 2027: Bruce Aubol as representative and Mark Hedstrom as alternate from Big. Lake Twp. and Terrance Vander Eyk as representative from Clear Lake Twp.

Park Dedication

The board approved an updated Park Dedication Policy to add the phrase “Township requests for local park development or improvements” as an additional consideration for the use of park dedication fees.

Other Business

In other actions the board:

• Accepted a $2,500 donation from Gary and Ann Gray to the Sheriff’s K-9 Unit;

• Set the per diem rate for volunteer/citizen committees at $50 plus mileage;

• Re-appointed Brian Myres to the St. Cloud Regional Airport Authority for a four-year term from Jan. 1 2025 to June 30. 2028;

• Approved the sale of a county-owned parcel of land  in Becker Twp. at the highest bid of $18,100 to Danny and Stacey Angell;

• Approved a professional services agreement with Houston Engineering, Inc. to provide professional solid waste consulting services for the calendar year 2025 at a cost of $100,000.
