County Board Busy To Start The Year

In its first meeting of 2016 Tuesday, the Sherburne County Board had a very full agenda. The first action by the  Commissioners was electing Ewald Petersen as Board Chair and Bruce Anderson as Vice Chair.
 
They were also appointed as the chair and vice chair for the Regional Rail Authority and Housing and Redevelopment Authority (HRA).
 
Publications
The board awarded four bids for county publications in 2016. Elk River Star News will publish the county’s financial statement, delinquent tax list and commissioner proceedings.
 
The Citizen-Tribune will publish the county’s alternate financial statement.
 
Bond Counsel
The board approved a three-year contract for bond counsel with Kennedy and Graven for the county, the HRA and the Regional Rail Authority. Fees are $250 per/hr for attorneys and $100 per/hr for paralegals.
 
BCA Agreement
The board approved the joint powers agreement with the Bureau of Criminal Apprehension (BCA) allowing access to the MIN Criminal Justice Data Communications Network for the sheriff and county attorney.
 
Planning Commission
The board approved the following three-year appointments to the Sherburne County Planning Advisory Commission: Big Lake Twp. - Bruce Aubol and John Norgren alternate; Blue Hill Twp. - Roger Nelson and Bill Andresen Alternate; Clear Lake Twp. - Roger Neils and Gary Gray alternate; Orrock Twp. - Bryan Adams and Corrie Silverberg alternate.
 
Solid Waste
The board appointed Lisa Nelson (Dist. 3) and Bryan Lawrence (Dist. 5) to three year terms to the solid waste advisory committee.
 
Land Records
The board approved the purchase of a new land records management system for the recorder’s office from West Central Indexing.
 
The projected costs are $220,000 for the software package, $120,000 for implementation and training, and $35,000 for annual software maintenance.
 
Tax Abatements
The board approved the following property tax abatements:
 
• $322.87 for Becky and Darwin Mariette because of a fire that damaged their home in Elk River in August, 2015;
 
• $353.76 for Wayne Ebinger c/o Judith Anderson because of a fire that damaged their home in Elk River in August, 2015;
 
• $1,184.45 for Sandra Mershon because of water damage to her Elk River home from burst pipes in February, 2015;
 
• $123.67 for Christopher and Ann Hill because of a fire that damaged their home in Becker in September, 2015;
 
• $654.36 for Sam Tschida because of a fire that destroyed his home in Becker in April, 2015.
 
Other Business
In other action the board:
 
• Approved a 3.2% malt liquor license for Del-Tone/Luth Gun Club in Haven Twp.;
 
• Approved the transfer of $207,000 from the unallocated recorders compliance fund to planning and zoning for consultant service with TechAir for the zoning permit program;
 
• Approved the 2016-2017 DNR Snowmobile Enforcement Grant agreement for the sheriff’s office in the amount of $12,160;
 
• Accepted a $100 donation from Granite Electrics of St. Cloud to the Sherburne County Sheriff’s Office Reserve Unit;
 
• Accepted a 2015 Urban Area Security Initiative Grant to emergency services in the amount of $55,000 for conferences and training;
 
• Approved the purchase of two tandem trucks for the public works department at a cost of $490,000 to replace two trucks from 1994 and 1995;
 
• Appointed Steve Demeules of Palmer Twp. to the Sherburne County Board of Adjustment;
 
• Approved an interim use permit (IUP) for a contractors yard for Steinbrecher Holdings LLC on 20 acres of a 98.68-acre parcel on 132nd Street NW in Livonia Twp.
