Clearwater Twp. discusses fire contract and bog cleanup

During their recent August meeting, Clearwater Twp. held a Zoom meeting with Lynden Twp. and their shared attorney, Mike Couri, to once again discuss the fire contract with the City of Clearwater.

Both townships were concerned with wording that stated if the contract was extended beyond Dec. 31, 1222 that at least one joint fire advisory board meeting would be held; they requested the wording be revised to say there would be at least one joint meeting annually, starting in 2020.

Wording was also added to state that the budget would not exceed $350,000 during the two-year contract.

Lynden Twp. Chairman Dave Johnson said he wasn’t in favor of approving the contract without ‘Exhibit B’ being completed, which is a map of the contracted area, however, he would be in favor of it with the caveat that it would be completed by the time the contract came into effect.

After discussion, motions carried by both townships to approve the contract with the agreed upon changes and additions. Couri will forward it on to the city.

Bog Cleanup

Chairman Bill Langenbacher informed the board the Clearwater Area Historical Society was donating money they had left after being disbanded, around $3,000, to go toward the removal of the bog debris in the Nixon Lake public access parking lot, restoration of the beach and access, and a new six foot metal bench.

He said nearby farmers have indicated they would be willing to remove the bog debris; both have manure spreaders they would use to spread it on their fields. The first would charge $175 an hour, and the second one, with a smaller spreader, would charge $75 an hour; $85 if they rented a bigger piece of equipment.

Supervisor Scott Miller discussed the possibility of using a commercial pump to clear out more of the muck and debris left behind in the water after the bog was removed; the sand is still in place underneath it all.

He and resident Blayne Leuthard will experiment with the process; Veit, a contracting and waste management company based out of Rogers, is willing to donate the use of a pump.

Cares Act

Clerk Jean Just informed the board Wright Co. would be submitting the Cares Act application for money that has been designated for extra election costs due to COVID-19; $811 has been allocated to Clearwater Township.

A motion carried approving the township enter into an agreement with the county for extra general election costs reimbursement.

Just also informed the board the township is eligible for reimbursement, up to $25 per resident, for extra non-election expenses due to the coronavirus.

Langenbacher indicated he would be attending the August 12 meeting at the Wright Co. Government Center that was going to be held to discuss guidance on how the reimbursement works and how the money can be used.

The next Clearwater Twp. Meeting will be Wednesday, Sept. 9 at 7:30 p.m. due to Labor Day.
