Clearwater Twp. applies for grants

During the Clearwater Twp. meeting Monday night, Supervisor Bill Langenbacher provided an update on DNR grant applications. The township has applied for two grants. The first is for chip sealing four miles of township road which includes140th St., 132nd St., Ireland Ave., Illsley Ave., and 125th St.; cost of $279,700.

The second goes to the Nixon Lake access and includes chip sealing 148th St. and 145th St.; cost of $169,300. The township will be notified in April 2021 on the status of the grants.

Driveway Issue

Shane Potter approached the board to again discuss the driveway issue he’s having with the property he purchased, which he needs a driveway to access. He had approached the board last month, and they agreed to work with him but recommended he first try to purchase a small piece of land from a neighbor.

A discussion was held on proving right-of-way and where the lot line is located; Potter had a surveyor out to the property who staked out potential spots for the driveway. Currently there is a discrepancy between what the county says, what was surveyed, and what is said in an old court document.

Supervisor Rose Thelen suggested the township look into the matter further, however, Supervisor Scott Miller said he would first like to see Potter and his neighbor Brandon Hanebuth try to work out an agreement in order to save the taxpayers money.

A motion carried 2-1, with Miller opposed, for the township to look further into the matter and then revisit the issue again at their next meeting. Langenbacher will go to the county to begin investigation into the matter.

Road Update

Mike Ludenia informed the board the pump on the fuel barrel was beginning to leak and provided a quote for $957 for replacement and installation; a motion carried for approval.

A motion carried accepting the Maintenance Form & Certification of Township Roads, certifying 35.68 miles of road within the township.

Other Business

An update was provided on the use of the township’s CARES Act funds. Pending approval of the items, a motion carried approving the purchases, along with providing extra funds of $2,961 to the city for the remainder of $25,000 worth of protective gear purchased for the fire department.

A motion carried to forward the Sterling Kennel review to Wright Co. to complete. Township supervisors don’t believe they have the expertise needed to provide input on whether the kennel is up to code or not.

A motion carried approving the Jarvis Settlement Agreement, which states certificate of occupancy must be in place by October 2022, and reimbursement to the township will begin January 2022.

A motion carried approving Resolution 2020-50, orderly annexation agreement with the City of Clearwater; minor changes had been made to the original agreement.

The next Clearwater Twp. meeting will be Dec. 7 at 7:30 p.m.
