Clearwater Council launches alert program

Clearwater is launching an alert program to provide urgent messages to residents, business owners, and workers within the city. The program will be used for urgent alerts such as snow emergencies, water shut-offs due to a water main break, project related road closures, or similar type items

Alerts can be received digitally via text message and email, and landlines via a phone message. Residents who wish to receive these messages can sign up for the alert program by completing an online request form on the city’s website at ClearwaterCity.com or the city’s Facebook page. 

Public Forum

During the council’s August meeting, Rich Ragatz provided the council with an overview of a proposed solar project being considered by the Sewer Authority. A portion of the Sewer Authority property would need to be subdivided and sold in order to construct the proposed facility, which Clearwater and Clear Lake would both need to consent to as joint owners of the property.

After discussion, council members stated they had no objection to the proposal process moving forward but would need more information before making a final decision.

Elaine Paumen and Tori Pearson appeared before the council to express concerns about two ongoing nuisance properties in their neighborhood that are hurting property values. They requested the council to act on the property owners for city code violations. 

The council informed them the Pesola property on Main Street was already in active litigation with the city, and staff was directed to send a final notice to the owner and work with the city attorney to obtain the necessary court order for the city to complete the nuisance abatement.

Regarding the Kelly property on Elm Street, a complaint form was provided after the council explained city policy requires a written complaint be filed before enforcement activity can begin.

Siren Request

Smythe informed the council that Cedar South residents have been requesting an additional tornado siren in their neighborhood. Members discussed the pros and cons of the request, reiterating that the sirens are only intended to be heard when residents are outside.

She will obtain more information on the two existing sirens located at city hall and Co. Road 7 and obtain price information on adding an additional siren. She will follow up with Wright Co. Emergency Management as well and report back to the council.

Other Business

There are numerous issues with the city’s current accounting software following a roll-out last year of a new version that has resulted in nearly daily calls to technical support to correct errors, unlock the system, and other issues. Staff is researching alternate options and will present their findings in the near future.

The Sewer Authority is considering options for making a change of treasurer, as their current treasurer is requesting to phase out of the duties.

A motion carried authorizing a budget of $50,000 for a rink purchase for Lions Park, demolition of the existing rink, and establishing a sand base with plans to add a concrete base next year.

Motions carried authorizing the purchase of two Safe Pace Evolution speed radar signs and seeking bids for the sale of the old Engine 12 firetruck. 

Motions carried approving Clear Valley Business Connection’s special event permit and Resolution 2021-42 Amending Fire Capital Budget and Authorizing Purchase.

The City of Clearwater and Clearwater Twp. will both consider adoption of the revised orderly annexation agreement at their October meetings.

The Heritage Days committee was recognized for pulling together the festival so quickly after the COVID-19 restrictions were lifted.
