Clear Lake To Meet On Powers; Wednesday's Session To Air Disputes

 
Montrose Mayor Michelle Otto approached the Clear Lake City Council  Monday to discuss issues she’s had with Council Member Dale Powers.
 
Powers was hired as Montrose’s clerk/treasurer but his employment was terminated last April.
 
After his employment was terminated, Otto stated Powers has been in contact with her on numerous occasions in ways in which she feels is a threatening manner; she indicated she has saved all the correspondence. 
 
She stated Powers has attended numerous elected official conferences during which he has been bad mouthing both the city and mayor of Montrose, and said she feels council members shouldn’t be acting this way as they are representing their cities.
 
Otto then said if the City of Clear Lake doesn’t do anything about this issue she may be forced to hire an attorney and it may fall back on them as Powers is one of their elected officials.
 
Powers apologized to both the mayor and the citizens of Montrose.
 
City Building Inspector Nancy Scott, who attended last month’s council meeting to discuss disparaging comments she’d heard Powers was making against herself and her company, approached the council to say she hopes the City of Clear Lake takes a look at their code of conduct policy.
 
An open public meeting was scheduled for March 13 at 6 p.m. to discuss conduct of a city council member. The meeting will be conducted by Mayor Tim Goenner; the city attorney will be present.
 
Parkside Development
 
Alan Roessler from Pacsmar approached the council to discuss Parkside Development. Powers has been working with the company on future development.
Roessler explained the original primary plat on Cherry Street approved by the council was for twin homes, but they’re finding that isn’t what the market wants. They’re now looking at more desirable single-family type homes.
 
The council indicated they would have to look at zoning due to the setbacks, as well as check with the city attorney to determine if the new type of home will fit within the plat originally approved. 
 
Pacsmar and the attorney will begin the re-zoning process.
 
New Well
 
The Dept. of Health has requested all final plans for the city’s new well be submitted by the end of March to ensure they have enough time to review; their original deadline was the end of May.
 
The council approved the engineer fees to accomplish the project, as well as approving city engineers to complete the final plans by the deadline.
 
The council also approved the vacant land purchase agreement for the city’s new well.
 
Other Business
 
Powers suggested since the city hasn’t received much from their attorney regarding annexation with Clear Lake Twp. they put out an RFP for a new one. Mayor Tim Goenner will contact the attorney.
 
The building inspector RFP interviews and solar ordinance public hearing were rescheduled to March 28; the original date was cancelled due to the weather.
The council approved a new prosecution agreement with Sherburne Co.
 
The council approved their annual 2018 audit review from BerganKDV.
 
The sheriff reported 30 points of contact for February.
 
The next Clear Lake Council meeting will be April 1 at 7 p.m.
