Board Approves Body Cam Policy

After a brief public hearing without public comment last week, the Sherburne County Board of Commissioners approved a new policy regarding body-worn cameras by the sheriff’s department.
 
At an April 17 workshop, Capt. Bob Stangler said the use of body cameras will help with accountability, proof in criminal cases, protection from false accusations and will allow officers to report and testify more accurately.
 
The policy requires the camera to be activated when officers are involved in a pursuit, search, seizure, arrest, use of force, adversarial contact and other activities likely to yield evidence.
 
The Watchguard Vista body camera is small, about one inch by one inch. It’s attached to a small DVR mounted on the officer and can work in conjunction with the  squad car camera.
 
Implementation will take place as soon as the cameras are purchased. Sheriff Joel Brott said the cameras are available to the department.
 
SCORE Grants
 
The board approved four  separate SCORE Grant agreements - one with Johnson Group Marketing for a three-month waste reduction, recycling, and source separated organic composting campaign in the amount of $14,000.
 
Another agreement is with Sherburne County 4-H in the amount of $2,600 to purchase of compostable materials for operation of their 4-H food stand at the county fair; collection, transportation, and disposal costs of source separated compostable materials, and purchase of recycling containers to place around the fairgrounds. 
 
The third agreement is with the City of Elk River for a fall cleanup event in the amount of $14,252.45. The city conducted a fall cleanup event last year, and received approximately 520 county residents, said Solid Waste Administrator Dave Lucas.
 
The fourth agreement is with Climb Theatre, Inc. in the amount of $30,825, for educational performances during the 2018-19 school year.
 
Highway Dept.
 
The board approved a proposal by Braun Intertec Corporation to collect imagery of approximately 50 miles of roadways  identified in the county’s Capital Improvement Plan at a cost of $4,748. The photos will aid the engineering staff during the design of future projects and general inquiries from the public.
 
They also approved a master service agreement with Braun for geotechnical services and construction material testing services.
 
The board awarded the contract for reconditioning on Co. Rd. 11, Co. Rd. 35 and roads in Whitewater Estates in Big Lake Twp. to Central Specialties at $4,410.844.05.
 
Construction is expected to take place between June 11 and Aug. 24.
 
Other Business
 
In other action the board:
 
* Approved the final contract payment of $325 to A&H Co., Inc. for 2017 intersection sign improvements;
 
* Approved a premises permit for Princeton Youth Hockey at Fairway Shores and Finish Line Café;
 
* Renewed the contract with the Anoka County Medical Examiner's Office and Dr. Quinn Strobl, medical examiner, to continue providing autopsy services to Sherburne County. The new contract will take effect on January 1, 2019;
 
* Approved a tobacco license application for Dollar General Store in Zimmerman.
