The Board Chair opened the County Board Workshop Meeting.

 

Human Resources Department Update.

Human Resources

Tammy Bigelow, HR Director

Human Resources Director Tammy Bigelow provided the Board with Human Resources Department update. Ms. Bigelow updated the Board on Remote Work data, the County’s Market Review process, and the recently completed Labor Market Review.

Discuss Use of ARPA Funding for Grams Park Infrastructure.

Public Works

Andrew Witter, Public Works Department Head

Parks Coordinator Gina Hugo and Public Works Director Andrew Witter presented the needs of ARPA funds for Grams Park infrastructure.
Discussion was had highlighting the following:

·   Parking Lot Capacity

·   Bathroom Facilities

·   Picnic Shelter

·   Break Down of Funding Summary

·   Park Fee Funds

Direction was provided to proceed with the proposed project, with the specific funding mechanism to be determined at a later date.

Discussion on the Northstar Commuter Rail and Northstar Link.

Administration

Andrew Witter, Public Works Department Head, Bruce Messelt, County Administrator

The Board and staff discussed current and future County involvement and support for the Northstar Commuter Rail and Northstar Link. Direction was provided to those who would be attending an upcoming meeting regarding Northstar Commuter Rail. An update on the Northstar Link was provided on the 5 Year Master Agreement that is set to expire on December 31, 2021.

ARPA Priority Discussion.

Administration

Bruce Messelt, County Administrator, Dan Weber, Assistant County Administrator

The group discussed the American Recovery Plan Act priorities and provided County Staff direction on the establishment of the proposed Community/Non-Profit Organization Program.
