Call to Order

The Sherburne County Board of Commissioners convened in regular session on August 17, 2021, at the Sherburne County Government Center in the City of Elk River, MN. Call to order by the Chair was at 9:00am.

Approval of Regular Meeting Proposed Agenda

Fobbe/Burandt were unanimous to approve the regular meeting agenda as presented.

Consent Agenda

Dolan/Burandt were unanimous to approve the Consent Agenda as presented.

Approved Minutes: August 3, 2021.

Set Date and Time for Public Hearing - Tax Abatement for Carlson Development Corporation, LLC/Premier Marine.

Temporary On -Sale Liquor License.

Agreement with Alliant Engineering in the Amount of $191,475 to provide Design Engineering Services for the Intersection Improvements to County Road 65 at TH 10 in Haven Township.

Approved an agreement with Alliant Engineering in the amount of $191,475 to provide design engineering services for the Intersection Improvements to County Road 65 at TH 10 in Haven Township. Agreement shall commence on August 17, 2021 and terminate on the date that all obligations have been fulfilled and all deliverables have been approved by the County. (On file.)

 

2022-2023 Radiological Emergency Preparedness(REP) Grant.

Approved and accepted the 2022-2023 Radiological Emergency Preparedness (REP) grant awarded to the Sheriff’s Office, in the amount of $293,500. A grant contract agreement term is effective July 1, 2021 with an expiration date of June 30, 2023. (On file.)

Joint Powers Agreement between Metropolitan Emergency Services Board and Sherburne County.

Addition of a Jail Corporal Position to the Sheriff's Office Staffing Complement.

Addition of a Public Safety Answering Point (PSAP) Manager Position to the Sheriff's Office.

Out-of-State Travel for Two Sheriff's Office Employees.

Approved the out-of-state travel for two Sheriff's Office employees to attend NOVA Security Group's Instructor Level Less Lethal Stun training from August 17-18, 2021, in Sioux City, IA, at a cost of $550.00 per attendee, plus necessary travel expenses.

Announcements

County Administrator Bruce Messelt reminded the group of the luncheon at noon after the meeting hosted by HHS for Public Health officials and their work through the COVID-19 Pandemic.

Open Forum

Sarah Hafdahl of East Bethel and John Buzick of Oak Grove were present to speak about a Planning and Zoning item regarding the Big Lake Auto purchase.

MICA Staff

The Board received an update from the Minnesota Inter-County Association (MICA). Executive Director of MICA Matt Mossman and staff discussed COVID Recovery Budget, Fax & Fiscal MICA County Impacts and an update of the last legislative session and priorities for the upcoming sessions. Other MICA Staff provided funding updates on the following: Transportation Liaison Steve Novak, transportation funding; Health & Human Services Liaison Nancy Silesky, Public Health & Human Services; and Corrections & Public Safety Liaison Carli Stark, corrections and public safety.

Resolution 081721-AD-2058 Establishing the Sherburne County Emergency Assistance Program.

HHS Director Amanda Larson shared with the Board HHS's ARPA requests as follows.

o  Burandt/Dolan were unanimous to approve Zoom Licenses for HHS  in the amount of $63,600. (On file.)

o  Burandt/Fobbe were unanimous to approve a 0.5 FTE Adult Mental Health Social Worker for the amount of $165,955. (On file.)

o  Schmiesing/Fobbe were unanimous to approve a 1.0 FTE Children's Mental Health Worker for the amount of $331,181. (On file.)

o  Schmiesing/Fobbe were unanimous to approve a 2022 Out of Home Placement Increases in the amount of $240,000. Social Services Manager Jodi Heurung-Dick presented on out-of-home placement costs. (On file.)

o  Fobbe/Dolan were unanimous to approve the HHS - Emergency Assistance Program funding for $100,000. (On file.)

County Sheriff Joel Brott and Information Services Director Matt Albrecht presented on the following items. 

o  Fobbe/Burandt were unanimous to approve a 2.0 FTE Jail Behavioral Health Unit Social Workers for the amount of $721,447.70. (On file.)

o  Schmiesing/Burandt were unanimous to approve a IS Virtualization Replacement in the amount of $99,502.29. (On file.)

A future workshop will be scheduled on Promise Neighborhood Program Investment. Assistant Administrator Dan Weber provided an update on the business relief program.
