Sherburne County - Advertisement For Bids

DOCUMENT 00 1113 ADVERTISEMENT FOR BIDS
GENERAL

A.    The Owner of this Project is: Sherburne County
13880 Business Center Drive Elk River, Minnesota 55330

B.    The Architect for this Project is: Braun Intertec Corporation 11001 Hampshire Ave. S. Bloomington, Minnesota 55438

C.    General Contractors are invited to submit a Bid for the “Roof Replacement” at the Sherburne County Government Center located at 13880 Business Center Drive, Elk River, Minnesota.

D.    The work of this project is generally described as consisting of the following:

•    Roof replacement of the existing ballasted single-ply roof systems on roof areas 3,4,5, and 6 with new ballasted single ply roof systems. Area 7 is a fully adhered single-ply roof to be replaced in kind. Salvage ballast for Owner.
•    Sheet metal flashing shall be removed and replaced with new 24 ga gi color-coated sheet metal.
•    There is one pyramidal skylight which needs to be replaced.

E.    Bids to be submitted for the roofing replacement as one (1) project.

F.    The Owner will receive sealed Bids (mailed or delivered) to the Sherburne County Government Center Maintenance Department no later than 1:00 PM local time, Tuesday April 27, 2021. Bids received will be publicly opened and read aloud. Bids received after the close of bids will not be accepted or returned to the Bidder. No oral, telephonic, or electronically submitted proposals or modifications will be considered.

G.    A Pre-Bid Meeting will be held on Tuesday, April 13, 2020 at 1:00 PM at the Sherburne County Government Center, outside Entry D under a black canopy. Attendance at the Pre-Bid Meeting is mandatory. The Architect will review the bidding procedures, Bidding Documents, and other conditions with interested Bidders and will answer questions.

H.    All bids shall be contained in a sealed envelope plainly labeled with Owner’s name (Sherburne County), project name (Roof Replacement), and bidder’s name, prepared in accordance to Section 00 2113 – Instructions to Bidders.

I.    Bids shall be based on a single, lump-sum contract with provisions for unit price adjustments to the contract based on increases/decreases to the quantity of work. Submit your offer on the Bid Form provided. Bidders may supplement this form as appropriate. All bids shall include and meet all of the requirements for prevailing wages. There is no union requirement.

J.    Each bid shall be accompanied by a bid security in the form of a bid bond, certified check, or cashier’s check in a sum equal to five percent (5%) of the maximum bid price, executed by the Bidder as principle and by surety company authorized to do business in the State of Minnesota, payable to Sherburne County, conditioned that if the principle’s bid be accepted and the contract awarded to the Bidder, the Bidder will, within ten (10) days after Notice of Award has been executed, execute and effect a contract in accordance with the terms of the Bidders bid and a contractor’s bond as required by law and regulations. The bid security of the two lowest bidders will be retained until the Notice of
 
Award has been executed, but no longer than thirty (30) days. The bid security is a guarantee that the Bidder will enter into a contract for the work described within the Bidding and Contract Documents. Countersignature of a bid bond is not required under this section.

K.    Performance bond and labor and material payment bond will be required from the successful bidder, each equal to the amount of the Contract Sum, with approved surety, covering faithful performance of Contract and payment of obligations incurred in performance of Contract.

L.    No Bid may be read or considered if it does not fully comply with the requirements of this Advertisement for Bids, and any Bids received that are deficient with the requirements of this section will be resealed and returned to the Bidder immediately.

M.    Bids will be awarded on the basis of the lowest, responsible, and responsive Bidder as determined most favorable to Sherburne County’s best interest. Sherburne County reserves the right to reject any and all Bids, to waive any informality in any Bid, and to hold all Bids for a period of thirty (30) days from the date of opening Bids.

N.    It is anticipated that construction will begin on May 10, 2021. The Owner is requesting that the Contractor provide an anticipated construction schedule including start date and substantial completion that they feel they can schedule the work in with bid submission. Describe the proposed project approach and construction schedule, assuming a May 4, 2021 notice to proceed. Schedule shall include demolition, excavation, and installation, product selection and submittals and project closeout.

O.    Bids are required to be submitted under a condition of irrevocability for a period of 30 days after submittal.

P.    Submit Bids on the Bid Form provided.
