NOTICE TO CONTRACTORS
Sealed Bid Proposals for work indicated above will be received by the City of Becker, in the City Hall at 12060 Sherburne Avenue, Becker, MN 55308, until 11:00 AM, Thursday, June 30, 2016, after which time such bids will be publicly opened and read aloud at the Becker City Hall.
The work, in accordance with Drawings and Specifications prepared by Wenck Associates, Inc., 1800 Pioneer Creek Center, P.O. Box 249, Maple Plain, Minnesota 55359, consists of all labor, materials, tools, permits, bonds, machinery, equipment, and services including utility and transportation services necessary for:
Community Center Pool Dehumidifier Replacement
In general, Work consists of the following items: 
• Cutting an opening in the building roof for construction access
• Removal and disposal of existing dehumidifier and condenser unit
• Installation of Owner-supplied dehumidifier and condenser unit
  (Innovent Air Handling Equipment unit supplied by Schwab Vollhaber
  Lubratt)
o Refer to Appendix A for preliminary vendor information for
   Owner-supplied equipment
o The contractor installing the dehumidifier equipment shall be
   factory authorized installer with a service office within 30 miles
  of project site
• Patching of roof opening
• Related plumbing/ductwork improvements to accommodate new
  equipment
• Related electrical/controls improvements to accommodate new equipment
Each bid proposal shall be accompanied by a "Bid Security" in the form of a certified check made payable to the “CITY OF BECKER” (OWNER) in the amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with the surety company thereon duly authorized to do business in the State of Minnesota.  Such Bid Security to be a guarantee that the bidder will not, without the consent of the OWNER, withdraw his bid for a period of sixty (60) days after the opening of bids, and, if awarded a contract, will enter into a contract with CITY OF BECKER; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so.  All bid securities except those of the three lowest bidders will be returned within five days after the opening of bids.
Bid Proposals shall be submitted on forms furnished for that purpose. Bids shall be submitted in sealed envelopes with the following clearly inscribed on the outside: “Bid Proposal for:  BECKER COMMUNITY CENTER POOL DEHUMIDIFIER REPLACEMENT.” No bidder shall withdraw his bid, without the consent of the OWNER, for a period of sixty (60) days after the date for the opening thereof.  The OWNER, however, reserves the right to reject any or all bids and to waive any minor irregularities, informalities or discrepancies.  A work history detailing qualifications and past experience shall be provided within 7 days if requested by OWNER.
A mandatory Pre-bid meeting is scheduled at the City of Becker, at the Becker Community Center at 11500 Sherburne Ave, Becker, MN 55308, for 10:00 am Friday, June 17, 2016.  Attendance is required by Prime bidders.
A contractor responding to this solicitation document shall submit to the city a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. The term ‘responsible contractor’ as used in this solicitation document means a contractor as defined in Minnesota Statues, section 16C.285, subdivision 3. Any prime contractor or subcontractor that does not meet the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3 or fails to verify that it meets those criteria is not a responsible contractor and is not eligible to be awarded the construction contract for the project or to perform work on the project. A false statement under oath verifying compliance with any of the minimum criteria shall render the prime contractor or subcontractor that makes the false statement ineligible to be awarded a construction contract on the project and may result in termination of a contract awarded to a prime contractor or subcontractor that submits a false statement. A prime contractor shall submit to the city upon request copies of the signed verifications of compliance from all subcontractors of any tier pursuant to Minnesota Statues, section 16C.285, subdivision 3, clause 7. Refer to the contract documents for additional requirements associated with the Responsible Contractor Law.
