Sealed Bids for the construction of the Wastewater Treatment Plant (WWTP) Improvements Project will be received by the Clear Lake – Clearwater Sewer Authority (CLCSA), at the office of the CLCSA Director, Clearwater City Hall, P.O. Box 9, Clearwater, MN 55330, until 2:00 p.m., Local Time on the 16th day of May 2018, at which time the Bids received will be opened and read aloud. The Project consists of constructing:

General construction of wastewater treatment improvements to facility buildings and basins including site work, yard piping, structural, architectural, process piping and equipment, plumbing, heating, ventilation, air conditioning, electrical, and instrumentation and control. Major features of the project include the following:

Solids Dewatering System Improvements 

Pre-treatment Building Improvements (Alternate 1)

SCADA System Improvements (Alternate 2) 

Rapid Infiltration Basins Improvements (Alternate 3)

WAGE RATES: Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the State of Minnesota.  Copies of these wage rates are on file in the office of the Director and incorporated in the Contract Documents.

PRE-BID CONFERENCE: An optional pre-bid conference will be held prior to the Bid opening on April 25, 2018 at 10:00 a.m. at the CLCSA WWTP (6491 River Road South, Clear Lake, MN), to familiarize Bidders with this Project.

BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.

CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.

BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of the Owner.
