RECEIPT AND OPENING OF PROPOSALS: Sealed bid proposals for the work described below will be received at the office of the City Administrator, City of Becker. 12060 Sherburne Avenue, Becker, Minnesota, 55308 until 10:00 a.m. on October 21, 2014 at which time the bids will be opened and publicly read. All bids shall be made on the proposal forms provided for that purpose.
DESCRIPTION OF WORK: The work includes the refurbishment of:
Two Industrial WWTF Clarifiers
One Industrial WWTF Clarifier Splitter Structure
Together with related items of work, all in accordance with Plans and Specifications.
BEST VALUE CONTRACTING The project must be accomplished with a minimum of interruptions, on time, and without cost overruns. The City believes that only a contractor with good experience in constructing this kind of project is necessary,
MANDATORY PRE-BID MEETING: A mandatory pre-bid meeting is scheduled for Thursday September 25, 2014 at 10:00 a.m. The meeting will take place at the City of Becker Wastewater Treatment Facility which is located at 14398 Central Avenue, Becker, MN 55308. Failure to attend this meeting shall eliminate an absent bidder’s bid submission from contract consideration. Attendance at the meeting will be recorded.

BID SECURITY: Each bid proposal shall be accompanied by a bidder’s bond naming the City of Becker as oblige, a certified check payable to the Clerk of the City of Becker or a cash deposit equal to at least five percent (5%) of the amount of the bid, which shall be forfeited to the City in the event that the selected bidder fails to enter into a contract. The City Council reserves the right to retain the deposits of the three lowest bidders for a period not to exceed forty-five (45) days after the date and time set for the opening of the bids. No bids may be withdrawn for a period of forty-five (45) days after the date and time set for the opining of the bids. Payment for the work will be by cash or check.
OWNER’S RIGHTS RESERVED: The City Council reserves the right to reject any and all bids and technical proposals, to waive irregularities and informalities therein and further reserves the right to award the contract to the best interest of the city
COMPLETION OF WORK: All work under the Contract must be substantially complete by May 1, 2015.
