New Road Project Proposal Will Save Haven Township Money

Jon Bogart from Bogart, Pederson & Associates, Inc. attended Monday’s Haven Township meeting to update the board on the Elk River Estates Road Improvements project.
 
Bogart reported they’d gotten a good soil report back that shaved off a few hundred thousand dollars from their original estimate, bringing it down from just over a million to $719,553 with contingencies. 
 
Because of the soil report, he proposed doing a grind and reclaim rather the total reconstruction originally planned for. In a grind and reclaim the asphalt is ground up and reused.
 
This process will also allow less ditch work and won’t tear up as many yards, as with a reclaim they don’t need to go out as far.
 
“Rather than a full blown reconstruction I think this is the way to go,” said Bogart. “There are a couple questionable spots we’ll look at closer, other than that everything looks good.”
 
Supervisor Mark Knowles said they won’t be replacing cement driveways, and instructed Bogart to inform anyone that wants something different than asphalt that they can pick up the cost difference.
 
He also instructed him to use seed, as they don’t sod road projects.
 
Bogart informed the board he would come back next month with a more complete set of plans, and will know then what easements will be needed.
 
Roads Partnership
Supervisor Jeff Schlingmann informed the board they’d received a letter from Clear Lake Township, asking if they would like to partner on roadway rehabilitations they were looking at doing in the next three to five years.
 
Knowles said there were some things they were suggesting that Haven Township doesn’t do on their roads, and asked for a chance to review the proposal and contact Clear Lake Township. 
 
“If we’re going to do business with them they need to open up the road to connect to Co Rd 8,” said Schlingmann.
 
Knowles said he would report to the board in December.
 
Other Business
The board began discussions on their 2018 budget, prepared by Supervisor Randy Linn.
 
Jeff Rhodes from Driveway Services LLC informed the board the barricades were being put in and should be completed by next week. Snow fences will also be erected by then.
 
Township Attorney David Meyers told the board he would contact Sherburne County and remind them they need to continue plowing Co Rd 66 until it’s turned over to the township.
 
Knowles reported 52nd Street landowners were in to discuss the road order needed for the 32nd and 52nd Streets railroad crossing. He hopes to hear back from them by January 1; the project can’t proceed without the road order.
 
The deputy reported 80 incidences for the month of October, including three burglaries, theft of a political sign, a pickup stolen from a business that was later recovered in Waite Park, a dirt bike stolen and five property damage.
 
The three burglaries included a storage unit, a pickup and a business, which was discovered to be an old employee.
 
The next Haven Township meeting will be on Dec.19 at 7 p.m.
