CITY OF CLEAR LAKE

ADVERTISEMENT FOR BIDS

Bids will be received electronically through QuestCDN vBid Online Bidding ONLY, until 2:00 P.M., CDT, Thursday, May 2, 2024; no paper bids will be accepted; at which time they will be publicly opened through the QuestCDN vBid process and read aloud online for the furnishing of all labor, materials, and all else necessary for the following:

ROOF AND WALL HAIL DAMAGE REPAIRS

Clear Lake, Minnesota

In general, Work consists of replacement of hail damaged metal roof panels and associated ridge vents, ridge flashings, and rake trim; hail damaged metal coping at top of parapets; hail damaged metal wall panels; and/or hail damaged asphalt shingles and underlayment as indicated on the Drawings and in the Project Manual.

Bidders are strongly encouraged to schedule a site visit to become familiar with the existing conditions of the project locations and adjacent conditions.  Bidders shall contact Dustin Luhning, Public Works Director, at (612) 965-0696 to schedule a site visit.

You may view the digital plan documents at no charge or download the digital plan documents for $30 by inputting Quest Project #9068671 on the website’s Project Search page. Please contact QuestCDN.com at 952-233-1632 or info@questcdn.com for assistance in free membership registration, downloading, and working with this digital project information and vBid Online Bid Submittal. To submit an vBid online bid (which is required for this project) you must download the project bid document file from QuestCDN which will add you to the plan holders list and gain you access to vBid Online Bidding. The City will only receive bids from bidders who are on the approved Plan Holder’s List. To be on the approved Plan Holder’s List, bidders must purchase the plans through the above website. Direct inquiries to Engineer’s Project Manager Bruce Paulson at (612) 712-2108.

Each bidder must submit with his bid a certified or a cashier’s check upon some reputable bank of the State of Minnesota, payable to the City of Clear Lake, for at least 5 (five) percent of the total amount of such bid, which check and the amount thereof, shall be forfeited to the City of Clear Lake, as liquidated damages if the bidder upon the letting of the contract to him, shall fail to enter into the contract so let. The bidder may submit a bidder’s bond written through an insurance agency or cash in the same amount in lieu of a certified check. The successful bidder will be required to furnish contract performance and payment bonds, each in the full amount of the contract.

All bidders must be able to submit to the City a sworn statement demonstrating that it is a responsible contractor as defined by Minnesota Statutes, § 16C.285 and the failure to provide such a statement will render any proposal non-responsive.

Bidders shall submit their bids electronically on the QuestCDN website. Bidders shall submit their proposals in accordance with the procedure established by QuestCDN. Bidders shall submit their proposals by the date and time set for opening Proposals. QuestCDN and the City will not accept Proposals submitted past the date and time for the opening of proposals. The Bidders shall submit the Proposal Guarantee electronically by the date and time set for opening Proposals. Bidders shall file an original hard copy of the Proposal Guaranty with the City within 48 hours after the date and time for the opening of Proposals. The Owner reserves the right to retain the deposits of the 3 lowest Bidders for a period not to exceed 30 days after the date and time set for the Opening of Bids. No Bids may be withdrawn for a period of 30 days after the date and time set for the Opening of Bids. The Owner reserves the right to reject any and all Bids, to waive irregularities and informalities therein, and further reserves the right to award the Contract to the best interests of the Owner.
