Call to Order
The Sherburne County Board of Commissioners convened in regular session on January 3, 2023, at the Sherburne County Government Center in the City of Elk River, MN. Call to order by the County Administrator Bruce Messelt was at 9:00am.

Chair Fobbe called for nominations for the 2023 Vice-Chair of the Board of Commissioners. Danielowski/Gray were unanimous to elect Commissioner Gregg Felber as Vice-Chair for 2023. Chair Fobbe said a few words welcoming the new commissioners to the Board of Commissioners.

Announcements
County Administrator Bruce Messelt reminded the Board of the following upcoming events:
- January 19th there will be an Annual Legislative Forum Dinner at Jack and Jim’s in Duelm, Mn from 2 pm to 8 pm.
- January 19th there will be a Joint Meeting of Big Lake City, Big Lake Township, Orrock Township, Sherburne County Board of Commissioners and ISD #727 School Board at the Big Lake City Council Chambers in Big Lake, Mn
- January 25th the Government 101 conference will be held at the Intercontinental Hotel in St. Paul.
- The NACo Legislative Conference will be held on February 11th -14th in Washington, D.C.
Mr. Messelt also extended kudos to the Public Works staff for all their hard work this season and keeping our roads plowed. The Board was asked to keep an eye out in their email for a survey regarding Economic Development that would come from staff members Dan Weber and Jessica Barthel.
The Board inquired if there would be a Sherburne County Association of Townships meeting coming up, staff will inquire and update the commissioners on the inquiry.
Open Forum
Brett Collier of Big Lake, Mn spoke to the Board regarding Northstar ridership, Regional Rail levy, Northstar Link, Google data center, the Consent Agenda, tax abatements and election integrity.
Regular Agenda
Preliminary and Final Simple Plat of Schroer Estates - Taylor and Taylor Schroer.Planning & Zoning

Danielowski/Felber were unanimous to approve a requested Residential Preliminary and Final Simple Plat of “Schroer Estates” consisting of (2) lots, with the following (1) Condition as recommended by the Planning Advisory Commission and listed below in the background justification: PID #10-545-0105 and #10-561-0115; Legal Desc: Lot 1, Block 1 of Fernwood and Lot 3, Block 1 Carlson Estates; Sec 1, Twp 33, Rge 27, Big Lake Township; with 19.6 acres in the General Rural District.

Felber/Gray were unanimous to authorize the County Staff to submit an application to the Environmental Protection Agency (EPA) for a Solid Waste Infrastructure Recycling Grant, in the amount of: $3,630,000.

Approved and awarded the bid for 2023 Publication of the Commissioner’s Proceedings, Delinquent Tax Listing, 2022 Financial Statement and alternate 2022 Financial Statement, as presented separately by the Auditor-Treasurer.
Danielowski/Felber were unanimous to award the Patriot News with a bid of $3.25 per inch, as the publisher of choice for Commissioner’s Proceedings.
Felber/Gray were unanimous to award the Patriot News with a bid of $3.50 per inch, as the publisher of choice for the Delinquent Tax Listing.
Hulse/Danielowski were unanimous to award Elk River Star News with a bid of $3.95 per inch, as the publisher of choice for the 2022 Financial Statement.
